Molly Neitzel, who sent this letter and took the picture, says, “I sent it on behalf of Dow Constantine, from the King County Council building. Apparently, the one block it had to go was too much for it.”

The USPS doesn't deliver mail to the city offices based on their street locations and floor numbers. They all have PO Box addresses. (City Hall does have a mailbox - the mayor's is PO Box 94749 Seattle, WA 98124-4749, as is clearly noted on the city's website www.seattle.gov/mayor/). This isn't that difficult, not in the internet age...

No, I mean literally a mailbox in City Hall and a street address that the USPS delivers to! It's a public building for crying out loud!
