The graphs must be wrong. Ever been to France? 95% of the people who live there smoke.
Analysis schmalysis - we're number one!
The data should reflect those who are tobacco or cannabis users, not those who a "ever used".
If anyone's curious, a quick search pulled up the greatest number of smokers per capita, per country. Actually, this might be based on actual cigarette consumption per capita, but the conclusions should be similar given the nature of the addiction.
Here's how the top 10 fared:

2. Macedonia
3. Russia
4. Czech Republic
5. Slovenia
6. Spain
7. Japan
8. Ukraine
9. Bulgaria
10.Moldovia
Cannabis use stats by country were harder to find, but best i could do was:

#4 United Kingdom
#5 Switzerland
#6 Ireland
#7 Spain
#8 Canada
#9 Netherlands
#10 Belgium
Unless of course the assignment was to see if we would argue about data that is completely detached from analysis, in which case I fail, or pass, depending on what was supposed to happen.

I seem to remember seeing lists that put Canada at the top, ahead of the US and the Netherlands. Ah, here it is:

..think the difference here is regular usage vs. "tried it". In regular usage Canada leads the industrialized world. Yeah Canada! (notice hard drug usage is average or below average--um...so much for "gateways".

A half-assed analysis is on my blog, with additional graphs. I'm still mulling over what I think of this study's methology and will update that post to something more involved when I've made up my mind.

I'd imagine it's hard to accurately account for per capita use of an illegal substance, but it's the only link I could find online that didn't seem to have an obvious agenda (DEA, NORML, or the millions of High Times-y websites).
The tobacco facts were from marketing data, and I'd have to intuitively agree with those.
Wow, China is totally winnning the war on drugs.
