Huddle around the TVW, everyone! Governor Jay Inslee is about to address a joint session of the state legislature in the annual "State of the State" address.

Most likely, he'll make the case for why our strapped-for-cash state needs the new revenue streams (aka taxes) that he outlines in his proposed 2015-17 budget.

Notably, the governor is suggesting a carbon tax (through which major polluters would help pay for State Supreme Court-ordered improvements to our unconstitutionally bad public school system) and a capital gains tax (which could bring in $1.4 billion every two years, and go some distance toward righting Washington's regressive, "morally bankrupt" tax system by applying only to individuals who earn more than $25,000 a year from stock sales and such—aka, only to very wealthy Washingtonians).

Problem is, Republicans in the state senate yesterday approved a new (and possibly unconstitutional) rule requiring a 2/3 majority for any tax increases. So, you know, good luck getting a carbon tax, a capital gains tax, or any tax through the legislature this year.
