It looks like the sign faded and then someone just pulled out a ladder and sketched in the outline of what it used to say with a thick black marker. Staring up at this sign, you could swear you're approaching an abandoned mall in a particularly methed-out section of Nebraska. This is not necessarily a bad thing; some might argue that it's the only piece of old Capitol Hill still standing.
