Earlier Seattle Police tweets here, here, and here.

UPDATE 1:26 PM: Dominic Holden is on the scene. He reports:

About twenty cops are here, several who appear to have rifles drawn and handguns out, looking for a man who ran into a basement parking garage. The suspect reportedly pulled a gun on another man, who got away unharmed, according to folks standing by on the street. I haven't gotten a comment from police, who have just asked the public to back away across the street. Several squad cars are blocking off roads on all sides. The sound of police talking into a bullhorn suggest officers are trying to coax the suspect out of his hiding place.
