I was working as uniformed patrol officer 3U03 in the city of Seattle, county of King, in a fully marked patrol vehicle with Officer Schroeder...

Douglas then informs us that he and his partner were dispatched to a report of harassment. When the two contacted the victim, they were informed that at approximately 2025 hrs, she was walking home from the University of Washington campus. As she neared 47 Brooklyn Ave NE, she observed a vehicle parked on the sidewalk. Finding this to be funny, the victim took a picture (presumably with her cellphone) to show her friends later. The car, however, was occupied by a "Caucasian female" (the suspect). The caucasian female "did not seem to find the fact that [the victim] took a picture of her vehicle funny." The caucasian ignited her engine and began following the victim. She turned into a parking lot, spotted the victim with her headlights, and accelerated. The victim had to jump out of the way of the car "to avoid being struck." The caucasian then yelled: "You bitch... When I see you next time I will beat you up." Not long after that pledge of harm, the victim returned home and called the police. Officer Douglas found that the license plate belonged to a vehicle whose address is "out of Black Diamond, Washington."

According to Wikipedia the racial makeup of Black Diamond is:

Also, the main landmark of the city, which owes its birth to the Black Diamond Coal Mining Company of California, is a cemetery. The dead dreamers of yesterday.
