In a public argument with New Jersey Governor Chris Christie and New York's Representative Peter King about NSA wiretapping, Rand Paul somehow tied the issue together with federal disaster relief for Hurricane Sandy:

"They're precisely the same people who are unwilling to cut the spending, and their 'Gimme, gimme, gimme โ€” give me all my Sandy money now.'" Paul said, referring to federal funding after the hurricane last year. "Those are the people who are bankrupting the government and not letting enough money be left over for national defense."

Daily Kos has more context. You should consider this another reminder that Rand Paul being on the right side of the PRISM debate doesn't mean that Rand Paul is right about other things. For the most part, he's an un-empathetic piece of shit, but occasionally his issues will align with your own; this doesn't make him a hero. I was going to say it makes him consistent, but the Daily Kos post ends with a plea from Rand Paul to President Obama asking for federal funds after bad storms hit Kentucky last year, so I think really he's just an opportunistic asshole and a hypocrite.
