Oh, and Fnarf is correct: there is no bicycle part that looks like that. Well, it might be half of a ludicrously large ape hanger handlebar, I suppose.
I'd like to add that I think those bike racks are probably the worst ever designed. I would also bet money that they were more expensive than other standard racks.
God I hate those things. Rip 'em out and put in normal ones, please.
It's a bicycle the moment the first two components are joined and should be protected at all costs, even in cases of extreme danger to the bike factory.

At what point does it cease to be a bike? When is its essential bikeness lost? What, ultimately, defines the bicycle condition? Is it the wheels? Is it the seat? Is it the anger it inspires in drivers? What is a bicycle?
