Unintended Consequences: Secretary of State Voter Outreach Postcards End Up Spurring Duplicate Registrations

Posted by on Tue, Oct 23, 2012 at 12:40 PM

Remember those postcards the Secretary of State's office sent to thousands of registered voters warning them that they might not be registered? The goal was to encourage eligible voters to register, but due to a failure to properly cross-reference variants in the DMV database with those in the voter rolls, the outreach effort created a lot of anxiety and confusion.

Well, an email from a reader illustrates yet another unintended consequence:

I was one of those recipients of a postcard from the Secretary of State advising me that I may not be registered. I’ve voted in every election since I moved to Seattle in 1992, so I was puzzled. And the timing right before a presidential general election woke up my slumbering inner conspiracy theorist. Nevertheless, I dutifully went to the website for more information but found that my only option was to register to vote. After sending out thousands of postcards, the Secretary of State did not provide any option to “confirm” existing registered voters. Unable to get anything but recordings on their phone line, I went ahead and registered. Better safe than sorry, right?

As you article points out, this was caused by a software glitch. Well, it hasn’t been fixed yet. I just got my second ballot, as did one of my wife’s co-workers. Apparently, the Secretary of State’s computer can’t tell the difference between Christopher John Fast (me!) and Christopher J. Fast (also me!), even though they both live at the same address and have the same WDL number and birthdate.

Now I’ve heard a rumor that they are disqualifying those with double ballots. Any insights into this situation?

That's right, a registered voter, spooked by the postcard, ended up registering again. And now he has two ballots! Not exactly what the Secretary of State intended.

My advice to Christopher was simple: Vote early and only once. Double-voting is a felony. Christopher can allay his fears by tracking his ballot using King County's handy online ballot tracker. And if for some reason his ballot has not been received and verified by election day, he can always ask for a provisional ballot.

UPDATE: Christopher didn't specify, but if one of his ballot envelopes is marked "replacement ballot," he should vote using that one. King County Elections explains:

More than 200,000 voters registered to vote or updated their voter information in the weeks leading up to the date King County mailed ballots for the November presidential and general election. Since ballot packets are prepared for mailing to voters a few weeks in advance, some of the updates occur too close to the mailing date to be able to interrupt the printing and mailing process. Meanwhile, voter files continue to be updated. As a result, some voters receive two ballots—one that has actually been suspended (but not in time to prevent it being mailed) and a second “replacement” ballot that is current and ready to be voted.

“There are safeguards built into the voter registration system as well as the ballot processing system to ensure that no voter can vote more than one time even if they have received more than one ballot,” said Elections Director Sherril Huff. “Additionally, ballots are only opened after verifying each voter’s signature that follows a declaration that includes a statement, under penalty of perjury, that the voter is only voting once in an election.”

Voters who receive two ballots should vote the ballot in the envelope marked “replacement ballot” which is accompanied by a printed explanation and instructions. If they have any questions, they should contact the Elections Department at 206-296-VOTE (8683) or elections@kingcounty.gov.

We need an American Informatics Corps, like the Peace Corps or Americorps.

As a state worker who works for medical records in a hospital, I cringe every time I scan a hard copy of some outside records that say "printed from the servers of Sacred Heart Hospital". Why don't our servers talk to each other? Meanwhile we're backlogged on making sure all surgical dictations are current, but I'm busy re-digitizing data.

Hey, remember earlier this year when Sam Reed was grumbling about how much it cost the state when Jay Inslee resigned to run for govenor full time? How much is this costing the state, Secretary Reed?

Curious, I went to the King County Elections website to check this out.

1) On the front page and on the page with information about registering to vote, there is a purple box to the right that says "My Voter Guide: Find your registration status and view your sample ballot." You enter your name and birthdate and click the button and it tells you your registration status.

This is not a new thing, I've used it in past years to double check my own registration.

2) If you click on the link to register to vote online, it sends you here: https://wei.sos.wa.gov/agency/osos/en/Pa…

I tried it out. Entered my name and birthdate and it pulled up all of my registration information, districts, a list of which elections I've voted in since 2005. In order to register again, I would have to click the link at the bottom of the registration info that says "this is not me"

I'm guessing Mr Fast must have registered again via mail, because I can't imagine he went through all of that and still thought he wasn't registered. But it is simply not true that on the website the only option is to register. (though they SHOULD word it all better so it is clearer that you can check your registration).

If I sent in the first ballot before I received the replacement ballot, should I still send it in?

Overseas voters: don't email a pdf of your ballot. Send a paper copy by mail. If you have problems, use the "contact us" link at http://info.kingcounty.gov/elections/Bal…. (They responded immediately to my query about an emailed ballot that wasn't tracked and recommended mailing a paper copy. I was told "Don't worry, we will only count one ballot from you." Hope this is true and am not locked up for double voting. )

Wayupnorth, right on! This is such classic Republican voter suppression and voter fraud by Sam Reed. This seriously fucking needs to be investigated by PDC and Olympia. So let's get this straight. Sam Reed first confuses and pisses off thousands of legally registered voters by telling them they are registered. Then, as a result, he sends people 2 ballots. Next, he will be discarding these ballots, saying that people are voting are trying to vote twice. Can you say: manufacturing controversy just to rig elections for your Republican buddies Rob McKenna and Kim Wyman?

The sell-out newspapers endorsing Tea Party Republican Kim Wyman are telling us she will be just like Sam Reed. Got that? Just like this crooked lying politician who is in SERIOUS VIOLATION OF CAMPAIGN AND ELECTION ETHICS, at every fucking level.

Everyone needs to fucking vote for Kathleen Drew for Secretary of State like our fucking democracy depends on it. Because this entire state will be so fucking screwed if REPUBLICAN Kim Wyman steals this election.
