The Court Record of KIRO TV's Chris Halsne

In a recent and rather controversial KIRO TV investigation, reporter Chris Halsne explored the "criminal record" of a Leschi Elementary School custodian named Chester Harris.

As Halsne described it, in a story KIRO still stands behind, Harris's criminal record is only one record long: a 2002 theft conviction. But Halsne then went on to tell the station's viewers about “six other crimes since 1997" that, as Halsne himself pointed out, Harris has not been convicted of. Those “other crimes” were displayed on KIRO in a gradually materializing list with handcuffs as visual accompaniment and a mug-shot-like photo of Harris. Again, Harris has never been convicted of those six other crimes.

“Arrests are not proof of criminal conduct,” said Mike McBee, Harris’s union representative at a June 16 News Council hearing into the matter. McBee also noted that Harris is African American, and African Americans are arrested at a rate two to three times higher than that for the general population.

But, as a number of people involved in the hearing process have pointed out (and as some of our Slog commenters have also mentioned), Halsne himself has a court record.

Neither Halsne nor KIRO have responded to repeated questions about that record over several days.

But Doulglas E. Stall, a partner at the Oklahoma law firm Stall, Stall, & Thompson, knows the record well, having twice represented clients who sued over Halsne’s reporting. In the first case, from 2001 and known as Mitchell vs. Griffin Television, Stall’s client was an Oklahoma veterinarian, Dr. H.L. Mitchell, whom Halsne had investigated over his treatment of race horses.

“In the Mitchell case, my client alleged that Chris Halsne and Channel 9 in Oklahoma City aired seven defamatory stories about Dr. Mitchell,” Stall told me.

“The case was tried to a jury," Stall continued, "and the jury awarded $6 million in actual damages to Dr. Mitchell; $250,000 in punitive damages against the TV station; and $250,000 in punitive damages against Chris Halsne. Both Halsne and the TV station appealed the verdict… My recollection is that the Court of Civil Appeals for Oklahoma upheld the finding of defamation with malice but overturned the actual damages for the verdict on a technicality.”

After that, Stall said, “the case settled before we went back for the second trial [on the proper amount of damages]. It was a confidential settlement agreement but Dr. Mitchell was very pleased.”

In the second case, Brain vs. Halsne, a Tacoma pediatric dentist named George Brain sued Halsne and KIRO in 2007 for defamation, after a Halsne investigation into Dr. Brain’s treatment of his patients.

Stall worked on that case, too. “Before trial, the parties settled the case,” Stall told me. “It’s mixed emotions on the part of Dr. Brain. He was glad that he felt vindicated in this matter and that the stories were taken off the internet.”

Chester Harris, for his part, said he doesn’t have money for a lawyer but is considering his options. “I feel used by a lot of parties,” Harris told me. “The KIRO people didn’t do their homework.”

Harris does appreciate, however, the “tremendous support from the people who I’ve worked with and known.”

I'm surprised this Chris Halsne person I can still get a job after getting his former employer sued for $6 million. Is there still enough money in the news business to for it to be worth risking that kind of liability?

As long as there are political ads, there will be plenty of money to defend lawsuits against schlock "journalism"

It was like that exposé of Beacon Plumbing a few years back, with the shocking revelation that they hire ex-cons!!! That had interviews tearful, hand-wringing women, clenchy-jawed men, and artsy shots of empty tricycles, if I recall.

I don't know where a dirtbag goes after getting chased out of Oklahoma City and Seattle, but this Halsne crook needs to investigate, and go there ASAP and never come back. What a disgusting piece of crap he is.

If Harris hasn't talked to attorneys about suing, he should. Halsne and KIRO may have just bought him a house and paid off the tuition of his kids.

Let's not forget also that KIRO is owned by Bonneville International which is a front of the Mormon church in Salt Lake City and a huge supporter of conservatism. Any pound of flesh and money that Harris is entitled to is good for America, because if Harris gets $1,000,000, that is $1,000,000 less to be spent tearing this country to pieces.

Why was this hack not fired after his misconduct in Oklahoma? Why the HELL was he actually given a better job in the big city? And why is KIRO protecting this unethical shit? I can only conclude that he is very talented at the art of kissing his superiors' butts...

1: Well, who is going to make an easier target - big time vet, a dentist, or janitor? You can't tell me his profession didn't enter into the equation on whether to run with this story or not.

11: As 14 points out, Bonneville sold KIRO in 1995, and they were owned by Belo before Cox bought them in 1997.

As a former friend of two veteran journalists, I have heard industry gossip about TV news stations for decades. Like any industry, there are good employees and awful ones. I was personally stalked, cyberstalked and haunted for 7 years by a married employee at KiroTV, part of the investigative team. He pulled background checks on me, my family members, neighbors, men I had dated etc. He showed up at neighborhood places I hung out at (will never know how he knew where I was), and basically tried to silence me. I appealed to KiroTV HR and Management for 3 years, demanding my privacy be protected. Nothing, until I sent a scanned copy of my unethically pulled backgound check to KiroTV and to Cox. Then I got unhappy emails about his having (I guess) lost that ability. Yet all remaining employees in their news room have the ability to look up anyone, anytime for anything, with NO recourse of any kind. So your credit, home addresses, jobs, ssn numbers, neighbors, property can be seen by anyone, with a push of a button. I believe this particular producer looked up tens of thousands of peope in his career there. In order to ensure my privacy I changed my phone number, moved, left jobs, and basically live a life of being underground. Even sold my car as it was too easy to spot on the street in my neighborhood. KiroTV gets buckets of money from advertisers. If you want this kind of public abuse to stop, don't appeal to the station or their owners, they simply don't care and never will - appeal to their advertisers.

I've long proclaimed, "The Truth Will Out!" and witnessed affirmation again and again. Right NOW the Truth is outing: There is a far higher level of justice and correctness than the one Chris Halsne falsely parades before the camera and the public. Obviously, "Chris Halsne will twist anything to serve his own agenda". I know this to be true on a personal and deeply cutting level. I have felt the humilation and destructive wake he has left behind in his inaccurate and profoundly disturbing manner of reporting. TODAY, a higher justice is being called into manifestation which will protect the integrity of the individual, their right privacy, their right to live without condemnation and public defamation as an obstacle to pursue the natural unfolding of thier lessons as to grow and self-correct. Chris has done nothing little else beyond impeding and blocking the natural flow of compassion and love toward the woundedness and imperfection of humanity by strutting around like the world's do-gooder Savior and Vigilante. His self-protective bubble has popped, the veil is lifting and what is being revealed is a higher Truth of the improprities of an ego run rempant and an abuse of power. I couldn't be more at peace with how the Truth inevitable outs itself! False idols, falsehoods, manipulations to serve ego will always give way to the honoring ALL of life - both the glory and wobbliness of imperfect vulnerable humanity. May Halsne permanently disappear from journalism to liberate human rights, integrity, privacy, love, compassion and true healing. Remove the rigid, hard hearted, self-agrandizing, narccissistic voice from the sound and light waves which have served to infect and pollute our hearts and minds with rubbish!!!!!!!

What a relief to have truth bubbling to the surface: Halsne will twist anything to serve his own agenda. We've too long been infected by the distorted self-agrandizing reporting of a man who cares not for individual integrity. Halsne has impeded and blocked the flow of balanced understanding which supports true compassion, healing and transcendence from our wordly struggles, Spiritual development and individual rights to privacy are being strangled out and healing has little room in his defamating egotistical self-massaging. Halsne's work is disturbing on so many levels. May he be eliminated immediately from his throne so that the objective voice of journalism becomes dominant once again. We must come home to objective reporting which safeguards the integrity of the individual and society - ridding us of the abuse of power which he has in great hubris paraded so garishly and infectiously. Hallelujia that Truth does eventually out! Halsne doesn't have a leg to stand on. Seattle, I beseech you to speak up so that we may walk a more careful and correct journalstic path guarding the jewel of respect and privacy which will address the facts compassionately - expressing the concern toward the wobbly parts within all of humanity so that we may heal without Halsne violently juts his arrogant sef-interested finger so destructively! Halsne points to the sliver in the eye of humanity yet is ignorant to the overbearing the log within his own which distorts and harms.
