Madison City Clerk tells me turnout is on pace to hit 119% in Madison, adding "That would be unprecedented."

Um, so how do you get 119 percent voter turnout? Same-day voter registration.
The polls suggest Governor Scott Walker will survive the recall, but the polls are only as good as their likely voter model. High turnout usually favors Democrats, so if turnout is as high as has been reported, one has to consider that good news for Democrat Tom Barrett.
