He is a practitioner of the technique of running on the balls of ones feet which, advocates maintain, is the inevitable way to run on feet which are either bare or encased in light sandal or slipper weight shoes. Acolytes maintain this technique is the way the body evolved to carry its weight over the millennia before shoes were common and especially before modern cobblers like Nike began to build shoes with highly cushioned heels that encourage a "heel-strike" style of running. This currently prevalent style of running is thought to explain the consistent rate of injury reported by runners, despite the by now many marketed generations of these supposedly ever safer running shoes which one would assume would eventually lower such injury rates. But heel-cushioned shoes actually increase injury potential, it is believed, because they encourage an ergonomically unnatural form. In addition to a lower injury rate, practitioners of the toe centric style report greater stamina and agility. My own limited experience with toe-running has so far been very encouraging.

I know and watch (and occasionally join) a lot of long distance runners who engage in "barefoot running" (whether wearing protective footwear at the time or not), and what that guy is doing is most assuredly NOT what running on the balls of one's feet looks like. That guy is prancing, not running. He's wasting energy all over the place. Not a runner. Your long-winded explanation was entertaining though. Thanks for that.

I often run digitigrade, but I somehow manage to avoid looking like Twinkle Toes there.
