Actually, I was driving around capitol hill this morning, and wouldn't you know it, there were many cars out, and all was orderly and not too crashy. The difference is when people make the decision to take their car out into the weather, compared to when the weather hits mid-day like back in November 2010. One of the key reasons we have such road problems when it snows here is that many Seattlites own cars with nearly bald tires. If you go to a town with bad winters, say Spokane, you'll notice that people don't let their tires get that bad.
