You do realize that 4Culture won't actually get any money until 2021 right? that's my read of the bill.

@2, on page 5 you will see the endowment language was stricken, soooooo, they can bridge funding using the endowment until 2021.

Without this bill they would have been sitting on the endowment, unable to use much of it, with no funding source in the future.
