Based on state expenditures in proportion to GDP: West Virgina is the most socialist state in the United States of Capitalism. Number two is, of course, Alaska. Indeed, based on this calculation (which is not lacking problems), only three of the 10 most socialist states are solidly blue states. Tellingly, Washington ("...the first state in the country to have elected women for governor and both of its Senate seats, and has gone Democrat in every presidential election since 1988"), is in the list for the 10 least socialist states.
