Nettleton Middle School in Nettleton, Mississippi sent the above memo outlining the criteria for running for various student government positions in 6, 7, and 8th grades.

While blacks are generously allotted at least one position in each grade, President is never one of them.

The school Superintendent assures the community that they're investigating the historical applications:

“The processes and procedures for student elections are under review,” Superintendent Russell Taylor said in the statement. “We are reviewing the origin of these processes, historical applications, compliance issues, as well as current implications and ramifications.”

UPDATE: MSNBC has been updating their story all day, so if you go there now, you'll see a new headline and a brand new first paragraph explaining that the school's policy was crafted 30 years ago to "achieve racial equality" and that the various student government positions race requirements were rotated every year. This is still totally nuts, but of course if that information had been there when I read the article originally, I would have pointed it out. Because I'm not nuts. The policy is, though. Still nuts. (And discontinued, as of today.)
