A Pakistani doctor has been suspended for using an ambulance to carry home a cow he had bought at a local market, health authorities say.

The doctor had taken the ambulance from a rural health centre near the eastern city of Gujrat, in Punjab province.

He was intercepted by police while driving home from the cattle market.

A photo in the Sunday edition of Pakistan's Dawn newspaper showed a large spotted cow tied with a rope to a bar in the back of an ambulance.

Muneer Ahmad, an official at the provincial health department, said he had been "shocked" by the doctor's behaviour.

The question we must ask about this incident is the same question Foucault asked about this incident:

One day in 1867, a farm hand from the village of Lapcourt, who was somewhat simple-minded, employed here then there, depending on the season, living hand-to-mouth from a little charity or in exchange for the worst sort of labor, sleeping in barns and stables, was turned in to the authorities. At the border of a field, he had obtained a few caresses from a little girl, just as he had done before and seen done by the village urchins round about him; for, at the edge of the wood, or in the ditch by the road leading to Saint-Nicolas, they would play the familiar game called 'curdled milk.' So he was pointed out by the girl's parents to the mayor of the village, reported by the mayor to the gendarmes, led by the gendarmes to the judge, who indicted him and turned him over first to a doctor, then to two other experts who not only wrote their report but also had it published.
It's not the incident as such that mattered to Foucault but the fact it became a concern for the law and other instruments of state control:
What is the significant thing about this story? The pettiness of it all; the fact that this everyday occurrence in the life of a village sexuality, their inconsequential bulcolic pleasures, could become, from a certain time, the object not only of a collective intolerance but of a judicial action, a medical intervention, a careful clinical examination, and an entire theoretical elaboration.

Similarly, how did this cow and country doctor business, an "everyday occurrence" in village life, become "shocking"? Why is it on the cover of a major newspaper? Why do the people in that developing nation suddenly recognize it as something bad and must be resolved with an official inquiry? Clearly, there are changes going on in this society. Changes that are entangling petty rural pleasures in an expanding urban/global/capitalist net.
