I think he's joking? However on Guam (where I'm posting from) the "buildup" (the transfer of the pacific marine command from okinawa to guam) has been the single most important issue in local politics for the last decade. The new japanese government campaigned on getting ALL american troops off of their island as soon as possible, but the infrastructure and other facilities here on the island are nowhere near ready for them to move on. his later comment about destruction of sensitive nevironmental habitat is also essentially correct. The buildup is seen by many people living outside the bases as just the latest of a string of heavy handed moves the federal government has inflicted on the people of guam (which is pretty much true; with no representatives in the federal government there is pretty much no way for locals to stop federal expansion in the us territories; the vieques bombing range in puerto rico is the one most people may have heard of). I really hope he is joking.

Hank Johnson is fighting a vicious case of Hep C (infected for at least a decade) and is quite sick. My brother has suggested that the sick Mr. Johnson is rather confused at this point and that's the reason he isn't making much sense.

This is also out of context, and he didn't mean this literally. he later clarified that he was trying to use that as a metaphor for the damage the troops could have on the ecosystem from over population.
