California voters will decide this November whether to legalize and regulate adult recreational use of marijuana as the Secretary of State today certified that a Bay Area-based effort to put the issue on the ballot has collected enough signatures to do so.

And it could pass. A poll last year found that 56 percent of California voters support legalization. This will also be a big test of the Obama Administration. Under Bush, the drug czar would aggressively campaign to defeat initiatives for medical marijuana and other drug reforms. We'll see if Obama's drug czar, former Seattle police chief Gil Kerlikowske, does the same thing.
