This is Billy. He just got a ticket, on this super sunny Seattle afternoon, on the corner of 4th of Pike. It was a $23 ticket for something called "Sit and Lie". Here's what he told me:

"I got the ticket because I was drumming. It's not the Seattle police's fault, it's because of city council. See, it's fine if I just sit here, but I'm not allowed to drum anymore. String instruments are okay, but no drums. It's all because of Mr. Nordstrom. He went around at Christmas time, and took pictures of all of us street musicians. Then he took the pictures to city council and complained. I'm just trying to make a buck. I'd rather play music, and give something back, than just sit here and ask for change."
