The first part of the joke is reported by The Hill:

President Barack Obama's use of teleprompters again became the butt of a Republican's joke Thursday morning. This time Florida Senate candidate Marco Rubio threw the jab. While speaking at the Conservative Political Action Conference (CPAC) in Washington, Rubio joked about the two massive snowstorms that recently covered the city with nearly three feet of snow.

"The president couldn't find anywhere to set up a teleprompter to announce new taxes," Rubio said of the snow accumulation.

Part two comes via the Huff Po:

Rubio could clearly be seen looking intently and repeatedly at the teleprompters. He also had a stack of papers with him at the lectern and flipped through them as the speech progressed, perhaps unwilling to take any chance he would flub the swipe at Obama.

Teabaggers, ladies and gentlemen.
