A teenage girl has filed suit against the Echo Glen Children's Center—a juvenile detention facility in Snoqualmie—and the state Department of Social and Health Services for failing to protect her from a guard who raped her in her cell in 2008.

According to the lawsuit, filed in King County Superior Court on July 28th, former part-time guard Robert Heath Fox "groomed" the teen in the weeks leading up to the assault. Records indicate Fox took photos of the teen girl and her friends—a violation of Echo Glen's policy—and escorted her to classes.

King County Sheriff's office investigation records show that Fox entered the teenage girl's room at Echo Glen on May 6, 2008, woke her up, handed her an energy drink, and left. Minutes later, he returned, stripped the girl naked, held her down, and raped her.

Fox pleaded guilty to first degree custodial sexual misconduct in March 2009 and was sentenced to eight months in jail.

The teenage girl—who, the suit says, now suffers from post-traumatic stress disorder, anxiety, and depression—is seeking unspecified damages in her suit.
