Quarantine is an acceptable method of disease control. We shouldn't be relaxing an HIV ban, we should be implementing travel bans on all fatal STDs.

@ 4: Quarantine is a last ditch effort for airborne disease control.

Sexually transmitted diseases, however, are not generally airborne, and therefore not widely infectious. The only people who can be infected are those who allow themselves to be through sexual contact.

Because the public at large is not placed into deadly risk, there's not enough to gain from the quarantine to suggest it is worth the restriction of the infected person's civil rights. Even with HIV, a person is a person, dammit, with a right to lead a normal life.
