Isn't prisoner rape funny? Man, it's so funny. Ask movie and television writers; they'll tell ya. So these Debbie Downers at the New York Times ought to start rolling with the punchlines:

A Congressional commission plans to issue recommendations on Tuesday for standards to reduce sexual assaults in the nation’s jails and prisons.

The commission cited an estimate by the Bureau of Justice Statistics that 60,500 state and federal prisoners were sexually assaulted in 2007. ...

The commission said it was particularly concerned about sexual assaults among the rising numbers of juveniles confined in adult institutions and among immigrant detainees, many of whom avoid reporting crimes for fear of deportation.

Wait, why is prisoner rape so hilarious again?

PS — No subject should be completely banned from the universe of humor. The problem with prison rape is that, as Americans, our primary exposure to talk about it is as the butt—ha!—of a joke. It's widespread, largely unnoticed, and generally not taken seriously by society or the media. So good on Congress for addressing the problem in earnest.

I think it's partly the "whistling-past-the-graveyard" nervous response. For a lot of homophobes, anal sex of any sort is like the worst thing in the world they can imagine, a fate worse than death, so they joke about it to ease their fear of it, or to show how brave and unafraid they are, or something.

Practically every homophobe I've ever met has been totally obsessed with Teh Buttsecks, far more so than any gay man I've ever met. What IS it with homophobes and their obsession with buttsecks?

Being punished for a crime you go to jail, but being raped and getting infected with HIV is not and should never be part of the punishment.

finally the world is coming around to my way of thinking. every thread regarding anyone sent to prison at any discussion board online inevitably contains the wish that the incarcerated will experience forced sodomy, if not repeated acts of such.

2 ways to reduce the incidents of prison rape:
1. SHRINK THE FUCKING PRISON POPULATION BY LEGALIZING DRUGS
2. do something about it when it happens. it's not part of the jail sentence.

my next crusade is to remove appalachians (AKA hillbillies, you rascists) from the list of ethnic minorities is is acceptable to mock.

It's not just rape. The conditions of our prisons, particularly those in the South, particularly those operated for profit by private companies, is absolutely disgraceful. I'll bet the actual unreported rape rate is five times that figure, and then there's the beatings, the stabbings and cuttings, the tasering for no reason, the head in toilets, the brutality of solitary confinement (which actually damages the physical structure of prisoners' brains), and on and on.

Look at Abu Ghraib: where do you think Charles Graner learned those "techniques"? That's right: in a state prison, in PA, where, among other things Graner put a razor blade in a prisoner's food, cutting his mouth up.There's nothing that went on in Abu Ghraib that isn't a daily occurrence in US prisons.

Torture is the word for it, and it's happening here, and it's happening now.

I wonder how many of the rapists are hardened criminals with already long sentences. Adding extra time to their sentences for rape wouldn't be a deterrent and actually dealing with the problem by removing the rapist from the general population is likely too much trouble for our overburdened prison system, especially if the prison is run by one of those scumsucking private companies.

Probably the most interesting thing I've read on prison rape is that the higher incarceration rate of African Americans pretty much completely accounts for the higher observed incidence of HIV/AIDS:

I simply can't believe it is that difficult to keep prisoners from raping other prisoners. Are the prison guards that understaffed and/or busy that they can't break up a group of people raping another person?

I realize these criminals do not fear punishment, but there has to be a way to minimize the assaults. I suppose it is simply to expensive to do that.

My gut reaction is that the problem is due to the anti-snitch ethic of the prisoners and the acceptance by the guards. Guards tolerate rape as a form of punishment and/or hazing. They will let newbies know who is boss by allowing them to be raped unless they follow rules.

Medina @14 it is actually prison guards that do most of the raping and sexual assaults. It is the guards that the prisoners fear the most.
