Personally, I think the guy is probably disabled or mentally ill. Did someone tape him, without his knowledge, so they could post it on YouTube and we could all get a laugh out of it?

@2, No, I don't think that's it. If I were to guess, I'd say he was European, perhaps Dutch? I think they're all like that over there.
