This is hilarious. Is it even legally possible in the States?

The sale of tobacco and nicotine products here is so strictly regulated.

I'm betting any bar or club owner who tried to do this here would get busted and fined for violating some retail or tax law.

I remember a trip to Israel about 10 years ago. My favorite sight was these claw machines not just full of cigarettes, but cigarettes wrapped in money. I mean - if you want an incentive, that works a lot better than your average stuffed animal.
