Somebody on reddit said that it's being "dominant," and that's its tail (turtles don't have wangs, apparently).

Dominating with little sighing baby noises and tail tickles, I dunno...

My husband tells a great story about going to the San Diego Zoo when he was a teenager and seeing one of the ancient giant tortoises fucking another one. Apparently there were hilarious noises and horrified parents involved...

I have lived in San Diego since I was five years old. It's true about the giant tortoises, I have seen them mating several times. It is hilarious and sad. And the parents are horrified. All true.

I have also seen the Galapagos Island Tortoises of the San Diego Zoo mating. It's hilarious. Imagine the baby turtle, huuge, deeper voice, and longer, slower thrusts. Hilarious!

@4: That might be his tail, but turtles do have wangs. From a veterinary site on box turtles:

"During mating season, the male may exhibit increased activity and "penis fanning." The penis resembles a purple flower that may be mistaken for a prolapse by those unfamiliar with the turtle's normal anatomy."
