The Agenda

Posted by on Tue, Jan 20, 2009 at 1:15 PM

Although there are plenty of things I'd like to see included that aren't (fully auctioned cap-and-trade; universal health care; ending the global gag rule; a page of "education" priorities, such as making college affordable to all), let's stick to the positive for now: Obama's agenda, from the new White House web site, is full of encouraging signs. Here are a few.

Civil Rights

Combat Employment Discrimination: President Obama and Vice President Biden will work to overturn the Supreme Court's recent ruling that curtails racial minorities' and women's ability to challenge pay discrimination. They will also pass the Fair Pay Act, to ensure that women receive equal pay for equal work, and the Employment Non-Discrimination Act, to prohibit discrimination based on sexual orientation or gender identity or expression.

End Racial Profiling: President Obama and Vice President Biden will ban racial profiling by federal law enforcement agencies and provide federal incentives to state and local police departments to prohibit the practice.

Expand Adoption Rights: President Obama believes that we must ensure adoption rights for all couples and individuals, regardless of their sexual orientation. He thinks that a child will benefit from a healthy and loving home, whether the parents are gay or not.

Family

Raise the minimum wage: Barack Obama and Joe Biden will raise the minimum wage, index it to inflation, and increase the Earned Income Tax Credit to make sure that full-time workers earn a living wage that allows them to raise their families and pay for basic needs.

Extend Paid Sick Days to All Workers: Half of all private sector workers have no paid sick days and the problem is worse for employees in low-paying jobs, where less than a quarter receive any paid sick days. Barack Obama and Joe Biden will require that employers provide seven paid sick days per year.

Expand the Family and Medical Leave Act (FMLA): The FMLA covers only certain people who work for employers with 50 or more employees. Barack Obama and Joe Biden will expand the FMLA to cover businesses with 25 or more employees, and to cover more purposes including allowing: leave for workers who provide elder care; 24 hours of leave each year for parents to participate in their children's academic activities at school; leave for workers who care for individuals who reside in their home for 6 months or more; and leave for employees to address domestic violence and sexual assault.

Rural

Regulate CAFOs: Strictly regulate pollution from large factory livestock farms, with fines for those that violate tough standards. Support meaningful local control.

Establish Country of Origin Labeling: Implement Country of Origin Labeling so that American producers can distinguish their products from imported ones.

Encourage Young People to Become Farmers: Establish a new program to identify and train the next generation of farmers. Provide tax incentives to make it easier for new farmers to afford their first farm.

Urban Policy

Build More Livable and Sustainable Communities
: Our communities will better serve all of their residents if we are able to leave our cars to walk, bicycle and access other transportation alternatives. President Obama will re-evaluate the transportation funding process to ensure that smart growth considerations are taken into account.

Foster Healthy Communities: How a community is designed — including the layout of its roads, buildings and parks — has a huge impact on the health of its residents. [...] President Obama introduced the Healthy Places Act to help local governments assess the health impact of new policies and projects, like highways or shopping centers.

Cap Outlandish Interest Rates on Payday Loans and Improve Disclosure: In the wake of reports that some service members were paying 800 percent interest on payday loans, the U.S. Congress took bipartisan action to limit interest rates charged to service members to 36 percent. President Obama and Vice President Biden believe that we must extend this protection to all Americans, because predatory lending continues to be a major problem for low and middle income families alike.

Women
Preventing Unintended Pregnancy: President Obama was an original co-sponsor of legislation to expand access to contraception, health information, and preventive services to help reduce unintended pregnancies. Introduced in January 2007, the Prevention First Act will increase funding for family planning and comprehensive sex education that teaches both abstinence and safe sex methods. The Act will also end insurance discrimination against contraception, improve awareness about emergency contraception, and provide compassionate assistance to rape victims.

My biggest fear was that he'd gut the Civil Rights portion of his agenda, but it's all there, including repealing DOMA (with expanded language) and repealing DADT (with VERY expanded language).

His urban policy didn't expand much, but as with Civil Rights, you start at 0 and hope for a +1 in any category. I think what he's listed is about a +2 for urban policy.

COMPLETELY agree. Encourage local farming for local consumption.

Also, take away the lobbying power of the mega-farms, where, not coincidentally, the majority of food-borne illnesses develop.

@2 I'm excited about that too! Imagine what our local farmer's markets could be like in a couple of decades with some investment in a new generation of local farmers!

Wow. Obama's agenda is pretty amazing. I'm thrilled Obama strongly supports inclusion of gender identity in both non-discrimination and hate crimes legislation -- if any group needs federal hate crimes laws, it's gender identity.

I don't know if this was added after ECB posted this, but there are now pages on Education and Health Care, as well as these items:

Create the American Opportunity Tax Credit: Obama and Biden will make college affordable for all Americans by creating a new American Opportunity Tax Credit. This universal and fully refundable credit will ensure that the first $4,000 of a college education is completely free for most Americans, and will cover two-thirds the cost of tuition at the average public college or university and make community college tuition completely free for most students. Recipients of the credit will be required to conduct 100 hours of community service.

The Obama-Biden plan provides affordable, accessible health care for all Americans, builds on the existing health care system, and uses existing providers, doctors, and plans.

Reduce our Greenhouse Gas Emissions 80 Percent by 2050: Implement an economy-wide cap-and-trade program to reduce greenhouse gas emissions 80 percent by 2050.

@4: Chiming in with 7, some countries that have a huge amount of government involvement also happen to be the richest and best-run countries in Europe (*cough* Norway).
