Actually, tiktok @13, commercial leases can be very complex, and it is entirely possible that Neighbor's rent isn't fixed, like an apartment rent is. For example, it is common for a commercial tenant to pay a base rent plus a percentage of their gross or net receipts. It is also common for them to pay a percentage of the landlord's taxes, utilities, and maintenance in addition to rent, and that amount varies and isn't always known ahead of time. Alternately, sometimes the tenant pays for maintenance or improvements themselves and deduct it from the rent.

I can very easily see how Neighbors may think they are paid up and the landlord may think they are behind. Either or both of them may be correct, depending on how they are looking at the figures. This can all be straightened out by an accounting audit. Or, of course, a lawsuit if they can't agree on an audit.

Even Dominic can see it happening...calling it "Ricin threat 2009"
Sure, the Stranger should have reported this just like other actual and credible Media outlets (KING, KOMO, Seattle Times, etc) treating it appropriately: they noted it and moved to the next bizarre and crazy story on the pile.

The Stranger is gratuitously garnering hits, comments, and pass-alongs (I've seen a link to Slog's "coverage" in 3 of my GMail Friends' status)

The fact is, that the FBI, local police, commentors here, and authors themselves have called this bogus and a pitiful sad attempt to drum up terror.

SOOOOOOOOO, how is the story continuing to get legs?

Elenchos, how is the story continuing to get legs?
RIGHT. HERE.
The person who sent these letters needed not an actual poison to affect the public...all he/she needed was a vehicle for it as an idea. And clearly, that vehicle continues to be driven by the Stranger.
If you can't see the oxymoronic nature of this yourself, I can't force you to.
