Maybe if your journalism was so hot you'd know she's legally required to present a balanced budget AND that 58% of our current spending CAN'T be cut - leaving health care, higher education, human services, and voter initiatives as the only things TO cut. Dino's cuts would have been much worse, but the difference is that his cuts would have been suggested even if we DID have money. Your attacks on Gregoire belie a real political niavete.

With a democratic supermajority in the legislature, this was a wise political move. She was obligated to submit a balanced budget and either had to slash programs or raise taxes. This way she covers the right flank and short circuits Republican cries that she is a tax and spender. She knows that this will not be the final budget, but the legislature (including Republicans) will have to put their necks on the line and restore some programs to give her a budget that she can actually sign.

The majority of the people--through their duly elected representatives--have said loud and clear that they would rather see society collapse than pay for it.
Pues bien, asi fue.

As long as the public forbids candidates from ever raising taxes for any reason we will see cutbacks in services like this. Americans have been so hypnotized by decades of pandering claims telling us that we deserve lower taxes no matter what that we've reached a state where it is impossible to raise funds to maintain basic services during economic downturns.

You'll note that the one election promise that Gregoire is keeping is that she won't raise taxes. I blame the dumb-as-hell electorate.

It's not like the governor had any choice; it's not like she's funding or over-funding *other* programs at the expense of these cutbacks. The fact is the amount of money is simply lower, and everything has to be cut back. You can take it as a technical renege on her campaign pledges, but if you look at the budget in context she did manage to keep these pet projects funded at all. If she had kept all of these pet projects funded at 100%, what would she have had to cut back on instead?
