What? Weed is not legal or illegal anywhere. Laws apply to people, not to plants. Previously, it was unlawful for adults to be in posession of any quantity the cannabis plant in Washington. Now, there is no law barring posession of small amounts by adults. We didn't just decriminalize (to change from criminal act to civil infraction); we legalized.

Currently, we are not ahead of any state anywhere on the planet. As the law exists, it is illegal to purchase or sell marijuana from anyone other than a state-licensed store. Since there are no state-licensed stores anywhere, it is effectively illegal to buy or sell pot.

This is precisely what I envisioned when I argued w/ a lot of the anti-502 stoners. They bitched & moaned about DUIs, when I knew that passing this would bring the issue out in the open. People would come out and everyone would see how so many people want this stupid 'drug war' to end.

Didn't The Netherlands implement legalization in the early 80's. I'm concerned that someone who says it "never happened" is making up rules when there is precedent out there.

An example: The voters have approved extending the monorail four times via referenda. Not one inch of track has been laid in spite of this.

State of Washington will be in a precarious position if it ever opens any of the state licensed stores called for in 502. This would effectively put the state itself in violation of federal law on a very grand scale. Even if Obama chooses not to enforce current drug policy in WA, he's only President until January 2017. The next administration might not be so lenient.

So, how can the state both comply with 502 and stay out of trouble with the federales? By applying the Seattle Process to I-502. We will hold an infinite number of neverending meetings on how the rules are to be drafted and implemented, never coming to a conclusion because of a few dissenting voices here and there. Of course, we want to comply with 502, but 502 states that the rules must be written before they are implemented. If the rule making process continues for eternity, not one store will ever open and the feds will be content.

In other words, the first state run marijuana store will open at the brand new monorail stop in West Seattle. It will be named after Grant Cogswell.
