&lt;blockquote&gt;&lt;p&gt;When Diana Greene Foster, a demographer and an associate professor of obstetrics and gynecology at the University of California, San Francisco, first began studying women who were turned away from abortion clinics, she was struck by how little data there were. A few clinics kept records, but no one had compiled them nationally. And &lt;strong&gt;there was no research on how these women fared over time&lt;/strong&gt;. What, Foster wondered, were the consequences of having to carry an unwanted pregnancy to term? Did it take a higher psychological or economic toll than having an abortion? Or was the reverse true&amp;#8212;did the new baby make up for any social or financial difficulties? &lt;/p&gt;
&lt;p&gt;...&amp;#8220;The unstated assumption of most new abortion restrictions&amp;#8212;mandatory ultrasound viewing, waiting periods, mandated state &amp;#8216;information,&amp;#8217; &amp;#8221; Foster says, &amp;#8220;is that women don&amp;#8217;t know what they are doing when they try to terminate a pregnancy. Or they can&amp;#8217;t make a decision they won&amp;#8217;t regret.&amp;#8221; Lost in the controversy, however, is the flip side of the question. &lt;strong&gt;What, Foster wondered, could the women who did not have the abortions they sought tell us about the women who did?&lt;/strong&gt;&lt;/blockquote&gt; &lt;/p&gt;

&lt;p&gt;&#39;&#39;&lt;strong&gt;Super sexy, summertime anti-pervert full-leg-of-hair stockings&lt;/strong&gt;, essential for young girls going out,&#39;&#39; the post reads, according to trend watcher ChinaSMACK.&lt;/p&gt;&lt;/blockquote&gt;
&lt;p&gt;I&#39;d rock these aggressively hairy stockings, not because I have a problem staring at my (often unshaven) legs, but because I&#39;ve never been able to resist being a spectacle.&lt;/p&gt;
&lt;p&gt;Imagine &lt;strong&gt;how much fun life would be&lt;/strong&gt; if this trend took off: Bus seats next to you would stay vacant, bridesmaids photos would be forever ruined, TSA agents would temper their pat downs. Just think of how angry, indignant, and offended strangers would be, being forced to stare at all those &lt;strong&gt;lady Dad legs&lt;/strong&gt; in public. The horror!&lt;/p&gt;

    <title>Committee Passes Public Campaign Finance Measure While Willfully Ignoring Problem of Districts</title>

        &lt;p&gt;As expected, today a special city council committee advanced legislation that would leverage a citywide property tax to &lt;strong&gt;publicly fund city council races starting in 2015&lt;/strong&gt;. The measure is expected to be passed at next Monday&#39;s full council meeting, which means it&#39;s all but destined to appear before voters as a referendum on the November ballot.&lt;/p&gt;
&lt;p&gt;But as I reported &lt;a href=&quot;http://slog.thestranger.com/slog/archives/2013/06/17/public-finance-bill-ignores-possibility-of-district-elections&quot;&gt;earlier today&lt;/a&gt;, if voters also pass another city ballot measure&amp;#8212;an initiative advocating for city council district seats, instead of our current at-large elections&amp;#8212;it will make today&#39;s public campaign financing efforts all but worthless because the legislation only pertains to at-large council seats, not district-held seats.  &lt;/p&gt;
&lt;p&gt;Nick Licata and Mike O&#39;Brien introduced an amendment to fix this huge problem via a &lt;a href=&quot;http://slog.thestranger.com/slog/archives/2013/06/17/public-finance-bill-ignores-possibility-of-district-elections&quot;&gt;district amendment&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;But council members were skeptical of the fix:&lt;br /&gt;&lt;strong&gt;Richard Conlin&lt;/strong&gt;: &quot;I don&#39;t know whether this really makes sense.&quot;&lt;br /&gt;&lt;strong&gt;Tim Burgess&lt;/strong&gt;: &quot;It&#39;s premature to try and structure a district program until we see what the voters have to say on that subject.&quot;&lt;br /&gt;&lt;strong&gt;Jean Godden&lt;/strong&gt;: &quot;It&#39;s going to be extremely hard to explain to voters.&quot;&lt;/p&gt;
&lt;p&gt;If these two pieces of legislation pass this November, I think it&#39;s going to be even harder to explain why the city council needs to return to voters in a year to clarify the law when they could&#39;ve easily taken care of it in committee &lt;strong&gt;now&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;Faced with no support, Licata withdrew the amendment. His second amendment, aimed at reducing the total amount of public funds available to a candidate from $210,000 to $180,000, also failed in committee, while an amendment proposed by O&#39;Brien (and tweaked in committee) to change the public financing filing deadline from 14 days to 21 days after the last day to file for city council, passed.&lt;/p&gt;

        &lt;p&gt;&lt;strong&gt;UPDATE&lt;/strong&gt;: I&#39;ve been told that council members Mike O&#39;Brien and Nick Licata plan on proposing an amendment this afternoon that would address citywide districts, were the initiative to pass. To qualify, a candidate in a district would need 200 contributions of at least $10, and would receive 50 percent of the funding of citywide candidates.&lt;br /&gt; &lt;br /&gt; At 2:30 p.m. today, a special committee of the Seattle City Council will be hammer out&amp;#8212;and likely vote on&amp;#8212;on what publicly financed city council elections could look like in Seattle, legislation intended to diminish the influence of the same cast of wealthy donors at every goddamn political function.&lt;/p&gt;
&lt;p&gt;As &lt;a href=&quot;http://clerk.seattle.gov/~scripts/nph-brs.exe?s1=&amp;s3=117814&amp;s4=&amp;s2=&amp;s5=&amp;Sect4=AND&amp;l=20&amp;Sect2=THESON&amp;Sect3=PLURON&amp;Sect5=CBORY&amp;Sect6=HITOFF&amp;d=ORDF&amp;p=1&amp;u=%2F~public%2Fcbory.htm&amp;r=1&amp;f=G&quot;&gt;the legislation&lt;/a&gt; now stands, it looks like qualifying city council candidates&amp;#8212;those who gathered 600 matching donations and signatures from registered Seattle voters&amp;#8212;would qualify for up to $140,000 in public funding during the primary and $250,000 total (primary + general elections).&lt;/p&gt;
&lt;p&gt;If council members vote the measure out of committee today, the legislation would be kicked to next Monday&#39;s full council meeting for a vote (which is little more than a formality, given the committee is comprised of the full council) before magically appearing before voters on &lt;strong&gt;November&#39;s ballot&lt;/strong&gt;. From what I hear, the council seems to unanimously support the legislation. &lt;/p&gt;
&lt;p&gt;But there&#39;s still one major hangup written into the legislation in the simplest of language: &lt;strong&gt;&quot;This program is available only to candidates in Citywide Council elections,&quot;&lt;/strong&gt; it reads.&lt;/p&gt;
&lt;p&gt;This could be a huge problem if those pesky kids running &lt;a href=&quot;http://seattledistrictsnow.org/&quot;&gt;Seattle Districts Now&lt;/a&gt;, the initiative to turn seven of Seattle&#39;s nine city council seats into district-held positions, passes this November. Basically, it would mean that if both measures passed, the months and months of laborious work that the council and Seattle Ethics and Elections Commission has done to craft a solid piece of legislation would only apply to two at-large council races in the city. &lt;/p&gt;
&lt;p&gt;In other words, it would become &lt;strong&gt;practically useless&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;So what&#39;s the council planning on doing about this? Sources at City Hall say the council&#39;s divided: Some members want to hammer through an amendment that would address how funds would be allocated if Seattle districts were approved. Others want to ignore the districting initiative for the time being and address the question when/if it becomes a reality.&lt;/p&gt;
&lt;p&gt;Granted, it sounds &lt;strong&gt;pretty lazy&lt;/strong&gt; for our city legislators to pull a &quot;wait and see!&quot; move, given that crafting working legislation is &lt;em&gt;what we pay them to do&lt;/em&gt;. On the other hand, they have to pass the public finance legislation out of council by the end of the month if they hope to put it on November&#39;s ballot.&lt;/p&gt;
&lt;p&gt;On the other, other hand, &lt;strong&gt;who didn&#39;t see this coming?&lt;/strong&gt; Anyone???&lt;/p&gt;

&lt;blockquote&gt;&lt;p&gt;A DV assault suspect was arrested after he was found &lt;strong&gt;hiding in a sofa storage compartment&lt;/strong&gt;. This morning, just shortly after 11:00 a.m., officers responded to a DV Assault at an apartment in the 8600 block of Delridge Way SW. The investigation showed that the victim had been assaulted and had attempted to report the incident to 9-1-1.&lt;/p&gt;
&lt;p&gt;While the victim was on the line, making the report, the suspect grabbed the phone away and threw it into the trash can. The suspect fled before officers arrived. The victim reported at that time that &lt;strong&gt;the suspect had at least three firearms that he kept positioned at various points throughout the apartment&lt;/strong&gt;. Two children, ages two and three, were present during the assault. Officers took a report and left the residence.&lt;/p&gt;
&lt;p&gt;Two hours later in the day another 9-1-1 call was received from the apartment. &lt;strong&gt;The operator could hear small children then the line disconnected&lt;/strong&gt;...&lt;/p&gt;&lt;/blockquote&gt;
&lt;p&gt;On a related note, have you read Anna Minard&#39;s excellent gut-punch of a feature on domestic violence in this week&#39;s paper?         &lt;p&gt;Patton Oswalt has written a very long, very measured, and very interesting thought piece that explores &lt;a href=&quot;http://www.pattonoswalt.com/index.cfm?page=spew&amp;id=167&quot;&gt;several very touchy aspects of comedy&lt;/a&gt;, including joke thievery among comedians, the public&#39;s dismissive attitude towards humor as intellectual property, the nature of rape jokes, and heckling. It&#39;s just the kind of piece you need to kill 20 minutes on a Friday afternoon before indulging in a bucket of sangria. Here&#39;s an example:&lt;/p&gt;
&lt;blockquote&gt;&lt;p&gt;The comedians I&amp;#8217;ve known who joke about rape&amp;#8212;and genocide, racism, serial killers, drug addiction and everything else in the Dark Subjects Suitcase&amp;#8212;tend to be, internally and in action, anti-violence, anti-bigotry, and decidedly anti-rape.  It&amp;#8217;s their way&amp;#8212;at least, it&amp;#8217;s definitely my way&amp;#8212;of dealing with the fact that all of this shittiness exists in the world. &lt;strong&gt;It&amp;#8217;s one of the ways I try to reduce the power and horror those subjects hold for me&lt;/strong&gt;. And since I&amp;#8217;ve been a comedian longer than any of the people who blogged or wrote essays or argued about this, I was secure in thinking my point of view was right. That &amp;#8220;rape culture&amp;#8221; was an illusion, that the examples of comedians telling &amp;#8220;rape jokes&amp;#8221; in which the victim was the punchline were exceptions that proved the rule. I&amp;#8217;ve never wanted to rape anyone. No one I know has ever expressed a desire to rape anyone. &lt;strong&gt;My viewpoint must be right. Right?&lt;/strong&gt;&lt;/p&gt;&lt;/blockquote&gt;

Breast cancer advocates argue that Facebook&amp;#8217;s policy has previously been too vague&amp;#8212;allowing images depicting breast cancer scars to be frequently categorized as &amp;#8220;pornography&amp;#8221;&amp;#8212;and see the company&amp;#8217;s updated announcement as an important victory.&lt;/p&gt;
&lt;p&gt;&amp;#8220;&lt;strong&gt;We agree that undergoing a mastectomy is a life-changing experience&lt;/strong&gt;, and that it&amp;#8217;s important to share photos to raise awareness of breast cancer and support the men and women who are facing diagnosis, undergoing treatment, or living with the scars of cancer,&amp;#8221; Facebook&amp;#8217;s new policy on mastectomy photos states. &amp;#8220;The vast majority of these kinds of photos are compliant with our policies. However, &lt;strong&gt;photos with fully exposed breasts, particularly if they&amp;#8217;re unaffected by surgery, do violate Facebook&amp;#8217;s Terms&lt;/strong&gt;.&amp;#8221;&lt;/p&gt;&lt;/blockquote&gt;
&lt;p&gt;I suppose that means that if you&#39;ve only a single mastectomy, colloquially known as a winker*, then maybe put a sticker on your surviving nipple or something.&lt;/p&gt;

        The Comedy Womb: Seattle&#39;s First Feminist Open Mic

            &lt;p&gt;&lt;span class=&quot;dropcap&quot;&gt;I&lt;/span&gt;t&#39;s a Tuesday night in the basement of the Rendezvous, and, up until a minute ago, the room was packed with the kind of crowd comedians dream of&amp;mdash;attentive, polite, and quick to laugh. But that all ends when a young male comedian takes the stage with a set that revolves around domestic violence and date rape jokes. &quot;If a girl asks to jerk me off, I&#39;ll crack her in the face,&quot; he says.&lt;/p&gt;

&lt;p&gt;That&#39;s precisely the type of comment that doesn&#39;t go over well at this weekly open mic, known as the Comedy Womb. The crowd is stonily silent. He pushes on. &quot;I&#39;ve never understood date rape,&quot; he says, nervously running a hand through his hair. &quot;I&#39;d never date a girl after I raped her.&quot;&lt;/p&gt;

&lt;p&gt;&quot;Get off the stage,&quot; someone shouts, breaking the Comedy Womb&#39;s no-heckling rule.&lt;/p&gt;

&lt;p&gt;&quot;I guess I&#39;ll leave you with that,&quot; he says.&lt;/p&gt;

&lt;p&gt;&quot;Yes, please do,&quot; shouts another audience member.&lt;/p&gt;

&lt;p&gt;A few people clap in relief as a female comedian&amp;mdash;one of 12 performing this evening&amp;mdash;takes his place.&lt;/p&gt;

&lt;p&gt;Later, Comedy Womb founder Danielle Gregoire will call the experience a &quot;learning lesson.&quot;&lt;/p&gt;

&lt;p&gt;Gregoire launched the Comedy Womb as a safe, welcoming space for fledgling comedians&amp;mdash;especially, but not exclusively, women&amp;mdash;to practice their craft. She got the idea after attending another local open mic that featured 33 guys and no ladies. When she went to the restroom, she had an epiphany. &quot;All the lights in the women&#39;s room were burned out,&quot; she remembers (though she sweetly declines to identify which venue). &quot;As I was peeing alone in the dark, I thought: &#39;Something has to change. There needs to be a huge drive to tell women that they&#39;re valued and needed onstage.&#39; I decided right then and there to create a comedy open mic where women felt as welcomed as men.&quot;&lt;/p&gt;

&lt;p&gt;Gregoire found a home at the Rendezvous and opened her Womb in early April. Her rules are simple: no misogyny and no heckling. Like most women who&#39;ve worked in standup, Gregoire acknowledges that the comedy world has a lady problem, a problem primarily manifested by male comedians thoughtlessly using women as punch lines while blindly ignoring how jokes about abusing or raping women&amp;mdash;routinely the victims of real-life abuse&amp;mdash;can alienate at least half of their audience. But Gregoire is quick to point out that it&#39;s not just men who are misogynistic. &quot;I had a lesbian comedian who denigrated vaginas, and I told her afterward, &#39;Not on my stage,&#39;&quot; she says. &quot;I&#39;m trying to make people think about their jokes. Make it about you&amp;mdash;maybe it&#39;s the same reason you don&#39;t eat tomatoes, you just don&#39;t like the texture of vaginas&amp;mdash;not about hating women or their bodies.&quot;&lt;/p&gt;

&lt;p&gt;To help comedians think more critically about their jokes, as well as hone their delivery, Gregoire began hosting an hour-long, $5 comedy workshop on the first Tuesday of every month, for which she actively recruits women. (After two workshops, she kicks participants out of the Womb, encouraging them to try other open mics with less forgiving crowds.) Her outreach is working: At a recent workshop, half the people in the room were women. And in a city that has up to a dozen comedy open mic nights each week, the Comedy Womb has quickly established itself as a place where comedians can find engaged, welcoming crowds, and audience members can expect upwards of 20 comedians in a night, at least half of whom are women.&lt;/p&gt;

&lt;p&gt;&quot;This was my first open mic ever,&quot; audience member Emily Wells said after a Womb show earlier this month. &quot;I&#39;m hooked. I want to try it.&quot;&lt;/p&gt;

&lt;p&gt;Having so many women in one room joking about lady problems&amp;mdash;otherwise known as everyone&#39;s problems, only expressed from a woman&#39;s point of view&amp;mdash;changes the dark-basement vibe of comedy in subtle, affirming ways. It&#39;s also an implicit political act, in that it opens up a space to kick back against a misogynist comedy culture.&lt;/p&gt;

&lt;p&gt;For instance, local comedian Danielle Radford recently came to the Womb to work on a joke about almost being drugged by a stranger, which nicely upended the power dynamic of most rape jokes. &quot;It had to be the laziest roofie-ing of all time,&quot; Radford joked. &quot;He held out his hand and said, &#39;Here, take this pill!&#39;&quot;&lt;/p&gt;

&lt;p&gt;The Womb is also where comedian and feminist blogger (and former &lt;em&gt;Stranger&lt;/em&gt; staffer) Lindy West came after she blew up the internet last week with a post on &lt;a href=&quot;http://jezebel.com/&quot;&gt;Jezebel.com&lt;/a&gt; and a debate on the TV show &lt;em&gt;Totally Biased&lt;/em&gt; &lt;em&gt;with W. Kamau Bell&lt;/em&gt; about whether the comedy scene has a problem with how it views and treats women. Many comedy fans responded with personal insults and rape threats. West read a harrowing selection of them in another online video, then headed down to the Comedy Womb to joke about feminism and Jabba the Hutt. &quot;They&#39;re comparing me to Jabba the Hutt,&quot; West said. &quot;But isn&#39;t that more insulting to him? I mean, he&#39;s an intergalactic war criminal, and I&#39;m a &lt;em&gt;feminist blogger&lt;/em&gt;.&quot;&lt;/p&gt;

&lt;p&gt;&quot;There&#39;s this mythology that women aren&#39;t funny,&quot; Gregoire says. &quot;Clearly, that&#39;s stupid, but I think the real problem is that a lot of women don&#39;t do comedy because they fear going after a dude who&#39;s just joked about how awful women are. It&#39;s denigrating. At the Comedy Womb, you have men and women working together, and I think that creates a better environment for everyone&amp;mdash;one in which everyone can feel valued and safe.             &lt;p&gt;&lt;span class=&quot;dropcap&quot;&gt;S&lt;/span&gt;ettle your fears, Seth Rogen&amp;ndash;loving stoners: &lt;em&gt;This Is the End&lt;/em&gt; is hilarious&amp;mdash;more hilarious than &lt;em&gt;Superbad&lt;/em&gt;, more outrageous than &lt;em&gt;Pineapple Express&lt;/em&gt;, so shockingly hilarious that you&#39;ll marvel it doesn&#39;t have a NC-17 rating.&lt;/p&gt;

&lt;p&gt;The setup isn&#39;t terribly original, but it is every Christian&#39;s wet dream: James Franco is having a house party when the apocalypse hits. Brimstone blossoms in the Hollywood Hills, fire rains from the sky, and the earth opens up and swallows celebrities whole. Meanwhile, heaven sucks up the worthy, and everyone else&amp;mdash;including Rogen, Jay Baruchel, Franco, Jonah Hill, Craig Robinson, and Danny McBride, all playing warped versions of themselves&amp;mdash;is left to fight over the last scraps of food and licks of water.&lt;/p&gt;

&lt;p&gt;Most of the movie takes place in Franco&#39;s mansion. Aside from brief cameos by Emma Watson, Mindy Kaling, and Rihanna, the film&amp;mdash;cowritten and directed by Rogen and BFF Evan Goldberg&amp;mdash;is entirely dude-centric. This translates into lots of dick jokes, weed jokes, and jokes about guys getting raped. What makes the film work is its heavy reliance on the comedians&#39; improvisation skills. Michael Cera&#39;s death scene steals the show (truthfully, every one of his scenes steal the show), as does a long, heated fight between Franco and McBride over McBride&#39;s ejaculate. There are short periods when the actors get overly caught up in their improv and the plot drags, but just as your mind wanders, an outrageous amount of violence explodes, or Satan&#39;s cock appears on-screen, or Channing Tatum makes the greatest cameo of all time and snaps you back into the moment. Sure, &lt;em&gt;This Is the End&lt;/em&gt; could&#39;ve ended 20 minutes sooner, but it still succeeds as a really fucking funny buddy film that plays to the strengths of every comedian on-screen. &lt;p&gt;Rodger William Kelly told police &lt;strong&gt;he inserted his penis inside the unconscious 29-year-old&lt;/strong&gt; on May 19 because &quot;he was trying to save her life,&quot; according to court documents.&lt;/p&gt;
&lt;p&gt;&quot;He said he did place it inside of her to try and get her temperature up,&quot; police wrote in a probable cause statement filed in 5th District Court.&lt;/p&gt;&lt;/blockquote&gt;
&lt;p&gt;Just in case there&#39;s any confusion here, guys, placing your penis (what passive language!) inside of an unconscious woman is neither gallant nor medically appropriate. It is not on par with placing your hand on an unconscious woman&#39;s neck or wrist to feel for a pulse, or even placing your mouth on that of an unconscious woman to initiate CPR. It seems to me that placing your penis inside an unconscious woman is &lt;strong&gt;rape&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;It seems that the police think so, too. On Monday, Kelly was charged with one count of first-degree felony rape.&lt;/p&gt;

    <title>City Council Bans Criminal Background Checks During the First Stage of the Hiring Process</title>

        &lt;p&gt;This afternoon, the Seattle City Council passed legislation to prohibit employers from executing criminal background checks of candidates during the first stage of the hiring process. The legislation passed unanimously, 9-0, and will go into effect on November 1, 2013.&lt;/p&gt;
&lt;p&gt;&quot;The purpose of the legislation is very simple: to reduce recidivism,&quot; the council&#39;s public safety chair, and the legislation&#39;s sponsor, Bruce Harrell said today before the vote. &lt;strong&gt;&quot;When employment rates increase, crimes decrease.&quot;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;a href=&quot;http://clerk.seattle.gov/~scripts/nph-brs.exe?s1=&amp;s3=117796&amp;s4=&amp;s2=&amp;s5=&amp;Sect4=AND&amp;l=20&amp;Sect2=THESON&amp;Sect3=PLURON&amp;Sect5=CBORY&amp;Sect6=HITOFF&amp;d=ORDF&amp;p=1&amp;u=%2F~public%2Fcbory.htm&amp;r=1&amp;f=G&quot;&gt;The bill&lt;/a&gt; prohibits employers from asking whether candidates have ever been arrested or convicted of a crime until said employer has first weeded out unqualified applicants. The legislation pertains to all employment positions within city limits, as well as those that take place at least 50 percent of the time in Seattle (for instance, construction workers who work jobs both in and out of the city).&lt;/p&gt;
&lt;p&gt;Once an initial screening process has taken place, employers will hopefully only consider a candidate&#39;s criminal history if it pertains to the job (the legislation broadly refers to an employer&#39;s &quot;legitimate business interest&quot;), and urges employers to &quot;give the applicant or employee a reasonable opportunity to explain or correct&quot; their criminal record. Noncompliant businesses face warnings for first offenses, fines up to $750 for second offenses, and &lt;strong&gt;fines up to $1,000&lt;/strong&gt; for third offenses and beyond. These businesses could also be on the hook for the city&#39;s attorney&#39;s fees.&lt;/p&gt;
&lt;p&gt;The legislation passed basically unmolested today, with a few amended tweaks from council member Tim Burgess. Council member Sally Bagshaw introduced &lt;a href=&quot;http://slog.thestranger.com/slog/archives/2013/06/05/city-council-members-vote-ex-offender-bill-out-of-committee-to-full-council&quot;&gt;another pro-business amendment&lt;/a&gt; that would&#39;ve stripped the Hearing Examiner and Seattle Office for Civil Rights the opportunity to seek attorney&#39;s fees from noncompliant businesses, but the amendment received no support from her peers.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&quot;It&#39;s not &lt;em&gt;necessarily&lt;/em&gt; terrible policy,&quot;&lt;/strong&gt; Harrell demurred when pressed for his opinion on Bagshaw&#39;s amendment. &quot;It&#39;s a concession the business community wanted because of concerns that SOCR or Hearing Examiner would be overreaching... I don&#39;t support the change because &lt;strong&gt;I see no reason for it&lt;/strong&gt;. [These agencies] have no history of collecting attorney&#39;s fees unreasonably.&quot;&lt;/p&gt;
&lt;p&gt;Ultimately, Bagshaw withdrew her amendment.&lt;/p&gt;
&lt;p&gt;The legislation went through many iterations over many months, mostly seeking to address concerns from employers worried that this legislation would open them up to onerous lawsuits. Harrell politely addressed and those concerns once and for all today. &quot;We know that in six months, we will review this legislation and in six months, you&#39;ll see that &lt;strong&gt;we don&#39;t have a line of litigants ready to sue the city&lt;/strong&gt;. If that happens, it was bad legislation.&quot;&lt;/p&gt;

I am supposed to go to therapy because there is still a lot of pain, but I can&amp;#8217;t afford it and it&amp;#8217;s not like the warehouse is going to pay for it,&amp;#8221; she said.&lt;/p&gt;
&lt;p&gt;Now she sometimes sees examples of the luggages that hit her on Walmart shelves. &amp;#8220;I see the luggage that I move in the warehouse. &lt;strong&gt;They are selling it for a lot more than I get paid&lt;/strong&gt; and treating me really bad,&amp;#8221; she said.&lt;/p&gt;&lt;/blockquote&gt;

After 26 years at his company, he&amp;#8217;s not worried about layoffs. &lt;strong&gt;In 2009, as the recession deepened, his bosses handed out raises&lt;/strong&gt;. &amp;#8220;I&amp;#8217;m just grateful to come here to work every day,&amp;#8221; he says.&lt;/p&gt;
&lt;p&gt;This wouldn&amp;#8217;t be remarkable except that Carcello works in retail, one of the stingiest industries in America, with some of the most dissatisfied workers. On May 29, Wal-Mart Stores (WMT) employees in Miami, Boston, and the San Francisco Bay Area began a weeklong strike. (A Walmart spokesman told MSNBC the strike was a &amp;#8220;publicity stunt.&amp;#8221;) Workers at an Amazon.com (AMZN) fulfillment center in Leipzig, Germany, also recently held strikes to demand higher pay and better benefits. (An Amazon spokesman says its employees earn more than the average warehouse worker.) In its 30-year history, Carcello&amp;#8217;s employer, &lt;strong&gt;Costco, has never had significant labor troubles&lt;/strong&gt;.&lt;/p&gt;&lt;/blockquote&gt;

    <title>South Seattle Crime Is Down (and It&#39;s All McGinn&#39;s Fault)</title>

        &lt;p&gt;I was at a bbq recently and found myself in conversation with a couple from Rainier Valley. We got talking about the mayor&#39;s race&amp;#8212;they were both big Tim Burgess fans&amp;#8212;and they insisted that their neighborhood is less safe today than it was when Mike McGinn took office in 2010. In fact, according to this couple, everything was better pre-McGinn. Colors were brighter! &lt;strong&gt;Food tasted tastier!&lt;/strong&gt; Even the sex was perfunctory, instead of nonexistent!&lt;/p&gt;
&lt;p&gt;Anyway, I decided to check into their crime claims because... I don&#39;t know, probably because they were quinoa eaters who seemed allergic to both jokes and &lt;strong&gt;salt&lt;/strong&gt;, and I wanted to see if they were wrong so I could gloat a little bit. Sometimes I&#39;m an asshole like that.&lt;/p&gt;
&lt;p&gt;And guess what? It turns out they&#39;re wrong! According to statistics compiled by the Seattle Police Department (which you can find &lt;a href=&quot;http://www.seattle.gov/police/crime/12_stats.htm&quot;&gt;over here&lt;/a&gt;):&lt;br /&gt;&lt;blockquote&gt;South Precinct continues to show the largest decrease in major crimes (murder, rape, robbery, aggravated assault, burglary, larceny/theft and vehicle theft) of any of the precincts, down 19 percent from one year ago, and with year to date double digit decreases reflected in both Violent and Property Crimes.&lt;br /&gt; &lt;br /&gt;Among Violent Crimes, &lt;strong&gt;aggravated assaults are down by double digits&lt;/strong&gt; (-31 percent) and despite a 5 percent increase in robberies, the overall decline in Violent Crimes in 18 percent, compared with 2012.&lt;br /&gt; &lt;br /&gt;Among Property Crimes, a 27 percent decrease in burglaries and a 19 percent decline in larceny/thefts have combined with an even level of vehicle thefts for an overall Property Crime decline of 19 percent compared with last year.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;The total for major crimes in the South Precinct in April was the lowest total for the month in six years&lt;/strong&gt;, a trend that continued in February and March.&lt;/blockquote&gt;&lt;br /&gt;Most of that data pertains to the last year only&amp;#8212;not the last four years of McGinn&#39;s sex-killing, tyrannical reign&amp;#8212;but the downward trend continues when you examine city-wide crime going back &lt;a href=&quot;http://www.seattle.gov/police/crime/12_Stats/Crime_1988_2012.pdf&quot;&gt;the last 25 years&lt;/a&gt;. &quot;The lowest year for reported Major Crimes was &lt;strong&gt;2012&lt;/strong&gt; when 34,607 such crimes were recorded in the City,&quot; SPD reports.&lt;/p&gt;
&lt;p&gt;Granted, there can be a huge discrepancy between actual crime rates and people&#39;s perceptions of safety. Perhaps south Seattle has only become seemingly &lt;strong&gt;more threatening to finicky quinoa-eaters&lt;/strong&gt;?&lt;/p&gt;

&lt;blockquote&gt;&lt;p&gt;A federal appeals court in New York on Wednesday ordered that some types of emergency contraceptives be made available for now to women of all ages without a prescription, adding another layer of confusion to a complex and intensely political fight over the drug&amp;#8217;s availability.&lt;/p&gt;
&lt;p&gt;In a brief ruling, the United States Court of Appeals for the Second Circuit ordered that the federal government &lt;strong&gt;lift all age and sales restrictions for two-pill versions of emergency contraceptives until the court finally rules on an appeal by the federal government&lt;/strong&gt;, which is trying to maintain limits on the drug&amp;#8217;s over-the-counter availability.&lt;/p&gt;&lt;/blockquote&gt;

    <title>City Council Members Vote Ex-Offender Bill Out of Committee to Full Council</title>

        &lt;p&gt;Dozens of people showed up at City Hall today to overwhelmingly urge the city council&#39;s Public Safety Committee to pass progressive legislation that would delay criminal background checks in the interview process for new employees. &lt;strong&gt;Council members unanimously voted the bill out of committee&lt;/strong&gt;, forwarding it on to the full council for a vote sometime in the near future.&lt;/p&gt;
&lt;p&gt;Among the 40 or so people who testified were several ex-offenders, both men and women, who spoke to their experiences of being perennially homeless or underemployed, ostensibly because simple background checks revealed their criminal history. &quot;I&amp;#8217;ve been clean and sober since 2009. I&amp;#8217;ve worked to change my life,&quot; testified a 56-year-old man named Mr. Lombarti. &lt;strong&gt;&quot;I&amp;#8217;ve been homeless since 2007 when I was released from jail. I tried to apply to jobs but I was repeatedly denied.&quot;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&quot;I&#39;m a convicted felon, I served my time, I have training but I can&#39;t get a job because I&#39;m a convicted felon,&quot; simply testified another man, Mr. Shroeder.&lt;/p&gt;
&lt;p&gt;It seemed pretty clear that committee members supported the spirit of the legislation, the larger question was, in what form? Several amendments were proposed to the bill today, but civil rights advocates took issue with one opposed by council member Sally Bagshaw in particular. &lt;/p&gt;
&lt;p&gt;Bagshaw&#39;s pro-business amendment would&#39;ve given employers more freedom in refusing to hire ex-offenders. The legislation already empowered employers to refuse to hire ex-offenders if they have a &quot;legitimate business reason&quot; and believed &quot;in good faith&quot; that their past crimes:&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;1.&lt;/strong&gt; Will have a negative impact on the employee&amp;#8217;s or applicant&amp;#8217;s fitness or ability to perform the position sought or held.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;2.&lt;/strong&gt; Will harm May harm or cause injury to people, property, or business assets, or business reputation&lt;/p&gt;
&lt;p&gt;&lt;br /&gt;But &lt;a href=&quot;http://clerk.seattle.gov/~public/meetingrecords/2013/pscrt20130605_1d.pdf&quot;&gt;Bagshaw&#39;s amendment&lt;/a&gt; struck through &lt;del&gt;&quot;Will have&quot;&lt;/del&gt; and replaced it with &quot;May have&quot; in both clauses. This may seem like a slight change but it has larger legal ramifications, as numerous civil rights and legal organizations testified today.&lt;/p&gt;
&lt;p&gt;Here&#39;s how the Seattle Human Rights Commission, which helped draft the original legislation, explains the effect of Bagshaw&#39;s amendment:&lt;br /&gt;&lt;blockquote&gt;The Commission is very concerned that the Committee may consider an amendment to the bill that would &lt;strong&gt;create a loophole so large that it could undermine the entire purpose of the bill&lt;/strong&gt;. The amendment would further weaken the already weak &amp;#8220;legitimate business reason&amp;#8221; exception by changing &amp;#8220;will&amp;#8221; to &amp;#8220;may&amp;#8221; and thus &lt;strong&gt;no longer require employers to believe that a certain crime will have a negative impact or will cause harm or injury to the business&lt;/strong&gt;. Instead the employers will be able to avail themselves of the legitimate business exception by simply saying &amp;#8220;in good faith&amp;#8221; that they believe a crime &amp;#8220;may&amp;#8221; have a negative impact or cause harm or injury to their business. That is such a broad and tenuous standard that in practical terms, &lt;strong&gt;it makes any crime subject to the exception&lt;/strong&gt;. The exception would swallow the rule. The Commission strongly opposes any such amendment. We urge the Committee to reject the amendment.&lt;/p&gt;&lt;/blockquote&gt;
&lt;p&gt;Civil rights advocates such as the Defender&#39;s Association, homeless shelters, and the Homeless Prevention Program (which is part of the nonprofit, Solid Ground) also urged council members to pass the measure as-is, without Bashaw&#39;s controversial amendment.&lt;/p&gt;
&lt;p&gt;Merf Ehman, an attorney for the nonprofit Columbia Legal Services, explained that earlier changes to the legislation&amp;#8212;specifically, removing language that stated employers couldn&#39;t refuse to hire an otherwise qualified applicant based on their criminal history unless their was a direct link between the job and their criminal record (like a convicted bank robber applying for a bank security job)&amp;#8212;had already watered down its potency and civil rights groups only continued to support this legislation because of its strong &quot;will&quot; wording.&lt;/p&gt;
&lt;p&gt;&quot;If it does put a burden on the employer, even slight, I think that&#39;s a good thing,&quot; said Harrell, siding with Ehman and civil rights groups. &quot;The &#39;may&#39; standard becomes so weak that it virtually becomes meaningless.&quot;&lt;/p&gt;
&lt;p&gt;&quot;I don&#39;t see how we could enforce this [legislation] with &#39;may,&#39;&quot; agreed council Mike O&#39;Brien, adding that &quot;we need some standard to hold [employers] up to.&quot;&lt;/p&gt;
&lt;p&gt;(Meanwhile, Bagshaw boasted about being on a King County ex-offender re-entry coalition, even as she offered up this amendment to basically undercut important, progressive legislation to help ex-offenders at the behest of business interests. Personally, I found her comments incredibly disingenuous, and well, &lt;strong&gt;weasely&lt;/strong&gt;. Bashaw&#39;s a former lawyer&amp;#8212;she knew what kind of effect her amendment would have on the bill.)&lt;/p&gt;
&lt;p&gt;In the end, the committee voted 3-3 on Bagshaw&#39;s amendment (with Bagshaw, Jean Godden, and Sally Clark voting for Bagshaw&#39;s amendment and Harrell, O&#39;Brien, and Nick Licata voting against it). Ties fail in the council, so Bagshaw&#39;s amendment was shelved.&lt;/p&gt;

    <title>Meet the Information Pit Bull</title>

        One Man&#39;s Quest to Discover Secret Government Records

            &lt;p&gt;It&#39;s a Thursday morning and around 20 people are milling about in the Seattle Center Armory&#39;s cathedral-like food court. Jazz music streams from overhead speakers, and vendors hawking time-share condos call out to young mothers and a handful of early-bird tourists as they find seats, while on the far side of the room, two homeless men rest at tables with their backpacks carefully packed and propped on plastic chairs. Fifty-eight-year-old Howard Gale eyes up the scene, readjusts his baseball cap, and takes a table next to the table of homeless men.&lt;/p&gt;

&lt;p&gt;The choice is deliberate: Gale is suing the Seattle Center and the City of Seattle for withholding public documents that he suspects will illustrate how the Seattle Center is trying to push homeless patrons out of the city-owned-and-operated Armory.&lt;/p&gt;

&lt;p&gt;He&#39;s already won one lawsuit&amp;mdash;a judge recently ruled that the city violated state public-disclosure laws and withheld documents from Gale last year. &quot;The City admits that [it] may have been inadequate by inadvertently failing to produce some responsive documents,&quot; summarized King County Superior Court judge Theresa Doyle in a March 13, 2013, judgment.&lt;/p&gt;

&lt;p&gt;But Gale is suing again, this time in appellate court, to recover a batch of still-missing documents and shine a light on the city&#39;s troubling practice of flouting state law and withholding public information to suit its interests.&lt;/p&gt;

&lt;p&gt;Gale contends that the Seattle Center staff has been working for the last year to &quot;mitigate&quot; its &quot;homeless problem&quot; (their words, not his) by turning off power to public outlets that homeless people use to charge their cell phones. Or else covering the outlets with locked covers.&lt;/p&gt;

&lt;p&gt;It might seem like an obvious, even practical, business decision&amp;mdash;a city-owned tourist destination discouraging homeless patrons from using its resources&amp;mdash;and hardly worth the fight. But there are two issues at play: Seattle Center is public, like any park space, and homeless patrons have just as much right to use it as time-share-condo salesmen and clods of tourists from Missouri. And Gale says the implications of the city&#39;s failure to fulfill his disclosure request are huge.&lt;/p&gt;

&lt;p&gt;&quot;They&#39;re playing a shell game with public information,&quot; he says. &quot;If there are no consequences, why wouldn&#39;t they do it again? With you or with anyone else?&quot; Indeed, the &lt;em&gt;Seattle Times&lt;/em&gt; just settled out of court with the Seattle Police Department, another city department that withheld a key document in a public-disclosure request relating to the 2012 May Day protests.&lt;/p&gt;

&lt;p&gt;Back at the Seattle Center, Gale leans back in his chair and surveys the near-empty food court.&lt;/p&gt;

&lt;p&gt;&quot;There&#39;s no other resource like this in the city,&quot; says the experimental psychologist with a PhD from Harvard, who walks from his Queen Anne home to work three times a week or more. &quot;It&#39;s a space where anyone can come to relax, regroup, and charge their computers or cell phones, and its code of conduct is much different than at the library. It&#39;s looser here.&quot;&lt;/p&gt;

&lt;p&gt;That is, until last September, when Gale noticed that the Armory&#39;s accessibility was being discreetly cut off. Locked covers appeared on all of the available electrical outlets, and new behavior rules&amp;mdash;rules that prohibited patrons from resting their heads on tables, for instance&amp;mdash;were implemented and selectively enforced. When Gale asked Seattle Center staff about the changes, they demurred.&lt;/p&gt;

&lt;p&gt;So Gale filed a public-disclosure request with the Seattle Center for any documents that would prove that the city had, in fact, tried to &quot;restrict or control the access of any particular group of people to space or services (including access to AC outlets) at Seattle Center.&quot;&lt;/p&gt;

&lt;p&gt;It&#39;s a point of pride that Washington has one of the strongest public-disclosure acts in the country, which grant the public access to a wide range of documents&amp;mdash;from handwritten notes to e-mails&amp;mdash;pertaining to the conduct or performance of any state or local government agency. The government must then remit a copy of those documents in a timely manner.&lt;/p&gt;

&lt;p&gt;Gale got his smoking gun when he received his first batch of documents on November 14, 2012. Among them was a February 3 e-mail from Seattle Center chief operating officer Mary Wideman-Williams that stated: &quot;The topics that surfaced repeatedly as &#39;biggies&#39; were: How to manage our resident transient population? (includes making decisions about power outlets in the atrium).&quot; Other staff e-mails voiced concerns that the homeless &quot;could drive away food service customers or vendors&quot; and that the Seattle Center should work with the police and human services departments to mitigate &quot;the potential displacement of transient population due to new [Armory] space use &amp;amp; amenities.&quot;&lt;/p&gt;

&lt;p&gt;Around city hall, Gale is known as a political gadfly who digs into issues&amp;mdash;and doesn&#39;t let go.&lt;/p&gt;

&lt;p&gt;&quot;I think it&#39;s fair to call him big-brained and bullheaded,&quot; said one city hall staffer who asked not to be identified. &quot;As a city employee, &amp;#10;you kind of cringe when a guy like Howard Gale zeroes in on your work. He has opinions on everything and he&#39;s not shy about telling you how to do your job.&quot;&lt;/p&gt;

&lt;p&gt;Although he uncovered some records that showed the city targeting homeless people, Gale says he knew that information was still missing because there was a five-month gap in notes culled from biweekly staff meetings. &quot;Someone had to be giving orders,&quot; Gale speculates.&lt;/p&gt;

&lt;p&gt;The missing documents may violate the state&#39;s Public Records Act. Over the next month, Gale says he played a game of hide-and-seek with Seattle Center&amp;mdash;one where he asked repeatedly, &quot;Where&#39;s the missing information?&quot; To which they basically responded, &quot;What information are you missing?&quot;&lt;/p&gt;

&lt;p&gt;Gale finally filed a lawsuit against the city and Seattle Center in King County Superior Court on December 3. He says his lawsuit soon highlighted another flaw in city transparency: The City Attorney&#39;s Office had to fulfill the disclosure request while simultaneously defending the city against Gale&#39;s lawsuit. Gale says the dichotomy amounted to a &quot;violation of legal ethics. They can&#39;t vociferously defend their client while filling my request.&quot;&lt;/p&gt;

&lt;p&gt;But city attorney spokeswoman Kimberly Mills calls this claim, at least, &quot;meritless.&quot;&lt;/p&gt;

&lt;p&gt;She says that her office has three assistant city attorneys dedicated to honoring the Public Records Act by filling requests and training other city employees to fill requests. &quot;Our office can defend the City against Mr. Gale&#39;s lawsuit while simultaneously promoting transparency,&quot; she says.&lt;/p&gt;

&lt;p&gt;Since Gale filed his lawsuit, the city has released an additional 402 documents. Still, Gale contends more are missing. Gale is now mulling over the idea of building a nonprofit citizen action group dedicated to filing and fine-tooth-combing over large government projects.&lt;/p&gt;

They don&#39;t spin big, obvious webs like normal spiders; instead they specialize in sneak attacks on their prey. Which is how misogynists are like trap-door spiders: They may appear unassuming&amp;mdash;they iron their clothes! They love their mothers!&amp;mdash;but then a woman passes by and &quot;asks for it&quot; by making eye contact and BAM! She&#39;s hit with &quot;Nice tits&quot; or &quot;I&#39;d tap that ass&quot; or, worse, a criminal groping.&lt;/p&gt;

&lt;p&gt;We colloquially call this street harassment, but it happens everywhere: at work, in the park, at bars, on the bus, at the dentist, in school, even at funerals. No public space is off-limits, and no woman is immune.&lt;/p&gt;

&lt;p&gt;As women, it&#39;s hard to convey the fear, shame, and inarticulate rage that these interactions provoke. It&#39;s hard to explain to men what it feels like to be harassed by a stranger who is invariably larger and stronger than us, and who has just demonstrated his eagerness to play out the beginning of every rape fantasy we&#39;ve never had&amp;mdash;in public. Worse yet, it&#39;s almost impossible to come up with a great response (or to dig out your cheese-turned-scrotal-grater) when you&#39;ve just been sexually harassed. Not that women are encouraged to respond to street harassment&amp;mdash;if anything, we&#39;re trained to wordlessly swallow abuse or risk escalating a demeaning situation into a dangerous one.&lt;/p&gt;

&lt;p&gt;But the idea that a woman&#39;s self-respect is the secret ingredient that turns a run-of-the-mill misogynist into a rapist is horseshit. Horseshit piled so high you couldn&#39;t scale it all in a day&amp;mdash;a Mount Rainier&amp;ndash;sized pile of horseshit. Women aren&#39;t the problem here. We don&#39;t need any more advice on how to avoid or ignore street harassment. If anything, what we deserve are a few good revenge tactics.&lt;/p&gt;

&lt;p&gt;Unless you&#39;re &lt;em&gt;physically&lt;/em&gt; harassed&amp;mdash;like let&#39;s say a stranger just up and grabs your boobs. That&#39;s a crime, and you should call 911 right away. It&#39;s no different than if someone walked up to you and slapped you in the face. Call 911 and say, &quot;Some guy has just grabbed my boobs and I feel unsafe.&quot;&lt;/p&gt;

&lt;p&gt;What men need is a wake-up call: You&#39;re the problem. If not you personally, then your best friend, a coworker, or that dude in your fantasy football league is. You&#39;re making us feel unsafe every day, in a thousand different ways. To help you better identify your harassing behavior, we&#39;ve illustrated the most common types of misogynists below&amp;mdash;along with the comebacks from us you might not get, given the trap-door spideriness of your attacks, but which you certainly deserve.&lt;/p&gt;

&lt;p&gt;Ladies, as much as we all love scathing comebacks, chances are you&#39;re not always going to be prepared with the perfect response while being harassed. But here&#39;s something you can practice saying in front of a mirror: &quot;Stop harassing me.&quot; It&#39;s simple, it&#39;s straightforward, and it signals everyone within earshot&amp;mdash;including your harasser&amp;mdash;that you&#39;re uncomfortable and you need help. And if the harassment doesn&#39;t stop or you feel like you&#39;re in any immediate danger, call 911 immediately.&lt;/p&gt;

&lt;p&gt;And guys: We don&#39;t want to hear any horseshit victim-blaming about women these days not knowing a compliment when it jumps out at them from a dark alley. Here&#39;s a good litmus test for compliments: Would you say it to your mother or niece? No? Then don&#39;t scream it at the woman who&#39;s just trying to catch the number 8 bus.     <title>Council Committee will Vote on Ex-Convict Job Assistance Bill Tomorrow</title>

        &lt;p&gt;The Seattle City Council&#39;s Public Safety Committee is gearing up to vote tomorrow at 2:00 p.m. on progressive legislation that would encourage employers to interview, and hopefully hire, qualified ex-convicts. The bill, which was sponsored by committee chair Bruce Harrell (and which I &lt;a href=&quot;http://www.thestranger.com/seattle/hire-grounds/Content?oid=16576043&quot;&gt;previewed here&lt;/a&gt;), would help roughly 39,000 Seattle residents with felony or other convictions on their records by postponing a criminal history check by employers until after the initial applicant screening process.&lt;/p&gt;
&lt;p&gt;As attorney Merf Ehman of the nonprofit law firm Columbia Legal Services explains: &lt;br /&gt;&lt;blockquote&gt;This gives all applicants a fair opportunity to compete for employment &lt;strong&gt;based on their qualifications&lt;/strong&gt; while permitting employers to check for criminal history early in the hiring process. While the applicant has an opportunity to provide information regarding a criminal record, the employer need not hire an applicant if the employer believes that the applicant poses a potential risk of harm or if the criminal history will have a negative impact on the applicant&amp;#8217;s ability to do the job. If a criminal history impacts how a person will perform a job or creates a safety issue, then employers can screen out these applicants.&lt;/p&gt;&lt;/blockquote&gt;
&lt;p&gt;It also gives ex-offenders the framework to report unfair hiring practices, which would be investigated through the Seattle Office of Civil Rights. Under them measure, employers found guilty could be fined up to $1,000.&lt;/p&gt;
&lt;p&gt;The Seattle Human Rights commission loves the measure, Columbia Legal Services love the measure, and business interests are reportedly satisfied with it after months of negotiating. The only question remains is, will the council pass it?&lt;/p&gt;

&lt;p&gt;Mayor Mike McGinn is in Pioneer Square this morning announcing that he wants to build a streetcar through downtown Seattle to connect the First Hill streetcar to the South Lake Union streetcar. &lt;/p&gt;
&lt;p&gt;The announcement, while unsurprising, officially confirms what many suspected: That building a downtown streetcar beats out buses for commuting efficiency through downtown. By 2030, city officials estimate that transit will need to carry an additional 8,000 people per hour into downtown during morning commute times, which amounts to about 10 four-car streetcars or 150 new buses.&lt;/p&gt;
&lt;p&gt;Eventually, McGinn also wants to &lt;a href=&quot;http://www.thestranger.com/seattle/more-streetcars-mcginns-winning-plan-to-build-streetcars-to-ballard-and-the-u-district-by-2018/Content?oid=14780869&quot;&gt;extend the streetcar system to Ballard and the University District&lt;/a&gt;, and extend the First Hill streetcar into Pioneer Square (its current terminus is at Fifth Ave and Jackson St). &lt;/p&gt;
&lt;p&gt;Of course, there&#39;s no money yet to build this downtown line (or any other lines), but McGinn spokesman Aaron Pickus says this is all part of the city&#39;s plan to be &quot;shovel ready&quot; for new lines before applying for federal grants or going to the public with another transit funding package.&lt;/p&gt;
&lt;p&gt;From what I hear, city planners are looking at either running the downtown streetcar &lt;strong&gt;along First Ave or by creating a Fourth/Fifth Ave couplet&lt;/strong&gt;, but the final alignment won&#39;t be identified until November.&lt;/p&gt;

    <title>Civil Rights Groups Call on Gov. Inslee to Delay Religious Hospital Mergers</title>

&lt;p&gt;Ten women&#39;s and civil rights organizations, led by the ACLU of Washington, are calling on Governor Jay Inslee to enact an immediate &lt;strong&gt;six-month moratorium&lt;/strong&gt; on all proposed or pending hospital merger decisions in Washington state. As I reported earlier this year, the proposed mergers involve Catholic healthcare institutions that could &lt;a href=&quot;http://www.thestranger.com/seattle/faith-healers/Content?oid=16050396&quot;&gt;severely restrict patient access&lt;/a&gt; to lawful treatments like abortion and end-of-life care.&lt;/p&gt;
&lt;p&gt;Noting that &quot;serious state constitutional concerns&quot; arise when public tax dollars are used to fund religious hospitals that restrict access to women&#39;s reproductive healthcare and death-with-dignity services, the three-page letter (&lt;a class=&quot;pdflink&quot; href=&quot;http://www.thestranger.com/images/blogimages/2013/05/31/1370019267-hospital_mergers_ltr_to_gov.pdf&quot; target=&quot;_blank&quot;&gt;.pdf&lt;/a&gt;) states, &quot;As leader of our state, we ask you to act immediately to safeguard patients&#39; access to all lawful and medically appropriate health care services by: (i) enacting a six-month moratorium on any decision by the Washington State Department of Health on proposed or pending applications related to hospital ownership, operations, or management; and (ii) utilizing this six-month period to &lt;strong&gt;conduct a community health needs assessment&lt;/strong&gt; that would provide an objective evaluation of such mergers&#39; impact on patients&#39; ability to access medically appropriate health care services and provide policy guidance moving forward.&lt;/p&gt;
&lt;p&gt;I&#39;ve contacted Inslee&#39;s office for comment; I&#39;ll let Slog know when I get a response.&lt;/p&gt;
&lt;p&gt;The letter notes that without such a moratorium, 45 percent of hospital beds could be controlled by religious institutions by year&#39;s end (that number is currently at 40 percent). By contrast, religious institutions &lt;strong&gt;only controlled 20 percent of hospital beds in April 2010&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;To get a better sense of how ominous all these mergers are, it&#39;s helpful to take a look at the Ethical and Religious Directives that guide Catholic hospital care (and the ACLU&#39;s letter helpfully includes a few, &lt;a class=&quot;pdflink&quot; href=&quot;http://www.thestranger.com/images/blogimages/2013/05/31/1370020181-hospital_mergers_ltr_attachment_b.pdf&quot; target=&quot;_blank&quot;&gt;.pdf&lt;/a&gt;). For example:&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Directive 1&lt;/strong&gt;: A Catholic institutional health care service is a community that provides health care to those in need of it. This service must be animated by the Gospel of Jesus Christ and &lt;strong&gt;guided by the moral tradition of the Church&lt;/strong&gt;.&lt;/p&gt;
              &lt;p&gt;&lt;strong&gt;Directive 5&lt;/strong&gt;: Catholic health care services &lt;strong&gt;must adopt these Directives as policy&lt;/strong&gt;, require adherence to them within the institution as a condition for medical privileges and employment, and provide appropriate instruction regarding the Directives for administration, medical and nursing staff, and other personnel.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Directive 24&lt;/strong&gt;: In compliance with federal law, a Catholic health care institution will make available to patients information about their rights, under the laws of their state, to make an advance directive for their medical treatment. The institution, however, &lt;strong&gt;will not honor&lt;/strong&gt; an advance directive that is contrary to Catholic teaching. (If Directive 24 isn&#39;t explicit enough, Directive 28 says that your &quot;free and informed health care decision&quot; should be followed &quot;so long as it does not contradict Catholic principles.&quot;)&lt;/p&gt;
&lt;p&gt;And my personal favorite, &lt;strong&gt;Directive 36&lt;/strong&gt;: A female who has been &lt;strong&gt;raped&lt;/strong&gt; should be able to defend herself against a potential conception from the sexual assault. If, after appropriate testing, there is no evidence that contraception has occurred already, she may be treated with medications that would prevent ovulation, sperm capacitation, or fertilization. &lt;strong&gt;It is not permissible&lt;/strong&gt;, however, to initiate or to recommend treatments that have as their purpose or direct effect &lt;strong&gt;the removal, destruction, or interference with the implantation of a fertilized ovum&lt;/strong&gt;.&lt;/p&gt;

    <title>Good Morning! Listen to This Song!</title>

        &lt;p&gt;If you&#39;ve finished the fourth season of Arrested Development, you know that it ends in a punchy, infectious song that I&#39;d never heard before but that compelled me to watch the credits on repeat. Today, &lt;em&gt;Mother Jones&lt;/em&gt; tells &lt;a href=&quot;http://www.motherjones.com/mixed-media/2013/05/lucy-schwartz-arrested-development-song-boomerang&quot;&gt;the back story of the song and its composer&lt;/a&gt;, Lucy Schwartz, who also happens to be the breathy voice who sing/whispers &quot;Mr. F&quot; in season three.&lt;/p&gt;
&lt;p&gt;As &lt;em&gt;Mother Jones&lt;/em&gt; explains: &lt;br /&gt;&lt;blockquote&gt;Her peripheral involvement with Arrested Development dates back to the show&#39;s third season in 2005. Her father, David, is a composer for the series (he also worked on HBO&#39;s Deadwood and this 2008 Hunter S. Thompson documentary). One night over seven years ago, Schwartz was finishing up her homework when &lt;strong&gt;her dad poked his head in her room&lt;/strong&gt;. He needed a female voice to perform&amp;#8212;in a British accent&amp;#8212; the lyrics to a James Bond -style parody that Arrested Development creator Mitchell Hurwitz had requested for the next day. That quick family recording session became the fan-adored &quot;Mr. F,&quot; snippets of which were played in episodes that star Charlize Theron as Michael Bluth&#39;s mysterious love interest Rita Leeds. (Schwartz subsequently sang on the similarly themed Arrested Development original song &lt;strong&gt;&quot;For British Eyes Only.&quot;&lt;/strong&gt;)&lt;/p&gt;&lt;/blockquote&gt;

    <title>Seriously: Where Is Our Chihuly Playground?</title>

        &lt;p&gt;Remember back in January, when I was wondering this &lt;a href=&quot;http://slog.thestranger.com/slog/archives/2013/01/24/remember-when-the-chihuly-museum-promised-to-build-a-playground-for-the-kiddies&quot;&gt;exact same goddam question&lt;/a&gt;????&lt;/p&gt;
&lt;p&gt;At the time, the city&#39;s response was that the playground had been held up because the Seattle Center decided to &lt;strong&gt;sell trinkets on the original site for the playground&lt;/strong&gt;. But, the mayor&#39;s office added, the Seattle Center was totally on top of their shit&amp;#8212;they were busy scouting out new playground locations&amp;#8212;and they&#39;d be hopefully formalizing a playground committee with Chihuly Garden and Glass by April.&lt;/p&gt;
&lt;p&gt;Or as Seattle Center director Robert Nellams told the &lt;a href=&quot;http://www.bizjournals.com/seattle/news/2013/02/26/seattle-center-still-plans-on-building.html?page=all&quot;&gt;Puget Sound Business Journal&lt;/a&gt; in February:&lt;/p&gt;
&lt;blockquote&gt;&lt;p&gt;&amp;#8220;The delay, &lt;strong&gt;if you can call it a delay&lt;/strong&gt;, was something that we asked for because we were doing a little something called our 50th anniversary out in the plaza,&amp;#8221; he said.&lt;/p&gt;
&lt;p&gt;The Seattle Center and the Chihuly Garden and Glass Exhibit will jointly create a committee&amp;#8212;&lt;strong&gt;likely by early spring&lt;/strong&gt;&amp;#8212;to move forward on the playground, he said.&lt;/p&gt;
&lt;p&gt;The Center is also still working on finding a permanent space and exhibit for local Northwest artists to show their work.&lt;/p&gt;&lt;/blockquote&gt;
&lt;p&gt;Nothing like a bunch of pesky kids to fuck up the 50th anniversary of a food court!&lt;/p&gt;
&lt;p&gt;I just double checked the Seattle Center&#39;s website and found no information on the &quot;Artists at Play&quot; committee that the Seattle Center and Chihuly folks were supposed to convene. I have calls/emails in to the mayor&#39;s office and the Seattle Center but as far as I can tell, there is still &lt;strong&gt;no goddamn timeline&lt;/strong&gt; for getting a million-dollar playground built for the kids&amp;#8212;the playground that the public was promised in exchange for basically giving away public land to the Space Needle to built their private pet Chihuly project on. &lt;/p&gt;
&lt;p&gt;But hey, a guy tried to sell me a time-share condo while I walking through the Seattle Center Armory today&amp;#8212;perhaps the Center has failed to make headway on this playground situation because they&#39;re now &lt;strong&gt;too busy pimping out public space to timeshare condo salesmen&lt;/strong&gt;?&lt;/p&gt;
&lt;p&gt;The Chihuly museum has been open for &lt;strong&gt;a year and one week now&lt;/strong&gt;. Here&#39;s my promise to you, Seattle: If, by this time next year, we don&#39;t have some motherfucking movement on this playground, I&#39;m going to march down to Seattle Center myself, tack a slide to a dumpster, sprinkle some glass around it, and christen that motherfucker &lt;strong&gt;The Chihuly Playground of Broken Dreams&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;UPDATE&lt;/strong&gt;: Seattle Center spokeswoman Deborah Daoust responds, &quot;early planning work has begun on this new project. In early May, a partnership of Center Art LLC, Seattle Center and Seattle Center Foundation convened a 9-member advisory group to help develop a project scope and artist/designer selection guidelines for an artful play space to be &lt;strong&gt;located on the former North Fun Forest site at Seattle Center&lt;/strong&gt;. The committee has met twice. Guidelines will be prepared this summer for an art call or design RFP, design work will begin this fall and &lt;strong&gt;construction is targeted for the first half of 2014&lt;/strong&gt;. Private funding for the project will be provided by Center Art LLC, as a provision of their lease for the Chihuly Garden and Glass museum.&quot;&lt;/p&gt;
&lt;p&gt;I&#39;ve asked Daoust for a list of who&#39;s on this nine-member panel, and I&#39;m curious why the process hasn&#39;t been made more public (we basically get press releases every time someone takes a shit over there). But then again, maybe I&#39;m just butthurt that they didn&#39;t pick &lt;strong&gt;me and Goldy&lt;/strong&gt; (sob).&lt;/p&gt;
