"Lately?" You should check out Kiley's reporting on Durkan throwing four people in jail without any charges, three of whom were in there for months and spent much of their time in solitary.

I was just talking about a similar incident that came up in my job in Baltimore. Basically, my conclusion is that you shouldn't even try interpreting data unless both (a) you have a deep understanding of data and statistics yourself and (b) you know and trust the people compiling the data. Otherwise any data you look at is extremely likely to be either misleading you or misinterpreted by you.

So, yes, the effect of this view is that most data will be useless to you.

The thing about that report showing the crime stats is that it wasn't just things like drug busts being moved to diversion that showed decline, it was EVERYTHING. Traffic stops way down. Car prowlers not being caught while the number of reported incidents didn't decline.

Its hard to enforce reform of a biased, unaccountable, fringe right wing Department by a US attorney that SHARES THEIR VIEWPOINTS.

Durkin and most of the Fed officials in Seattle that have been reviewing the SPD (since LONG before the DOJ ruling...Im talking back to the civil rights complaints of the early 2000s) never so much as lifted a finger to stop it. In fact, in their reports, they went out of their way to cover for the SPD. Hell, even the DOJ report downplays the racism issues while casually noting, in brief, that the SPD's likelihood of excessive or lethal forcedirectly correlates with the skincolor of the citizen they are using it against.

The fucking report all but said:
"we recognize the SPD treats minorities harsher than white citizens, but we dont think thats racist"

Durkin and half the rest of the officials have the same mindset as those corrupted cops. They dont see anything wrong with law enforcement abuses, nor do they have a problem with racial profiling and needless force based on skin color. The same goes for a good number of Western Washington federal judges...cough cough :Pechmann: cough cough...sorry, had something in my throat.

At the end of the day, you arent going to get departments like the SPD to change unless you put people incharge of reform that actually BELIEVE in reform and its necessity. The US attorneys office for Western WA has the same problem the OPA had when it was run by Kathryn Olsen (who is now a well-paid 'consultant' to the SPD). Institutional unaccountability + Political and racial bias.

The report did not show ALL enforcement was down. It showed that police were over enforcing against minority suspects (and just minorities minding their own business in Seattle) while not enforcing against a greater majority of crime.

So the SPDiaperbabies wanted to send a political message to Seattle by underenforcement crime, but just couldnt shake their raging hate-hardon to harass and over enforce against the cities latino and black populations.
