I'm in favor of taxes to fund stuff, but I'd fund universal pre-K or public transit before parks & rec.

Is the parks and rec funding a way to camouflage funding for the new waterfront park?

Sigh. Let's just put it on property owners. A property tax increase of $168 per year is a better way to look at it. Or something in the neighborhood of a 5% property tax increase on a yearly tax of $4000 for a modest 2 bedroom house. If you're on a fixed income, voting no is a sensible option.
