Questions is, will the Police union or contract allow these disciplinary actions go to a independent citizen review board?

We already have internal affairs, this would add another layer. Why get things done in 6 months, when you can do it in 12?

The city can refuse to sign a new labor deal without these things. Or, perhaps, we can bar the city from signing a new labor deal without these things through a ballot initiative. If such an initiative passed at the ballot box, can you imagine the political backlash if the City Council or Mayor tried to undo or circumvent it? They may as well hang themselves politically.

No, a citizen's review board is just another sounding board for endless meaningless discussion without action.

What we need is a full DOJ takeover with new professional guidelines imposed from management, with every officer given the opportunity to either sign on to a program of racial justice and accountability or get the fuck out.

@4, the biggest disappointment of the DOJ-CIty process was a consent decree, negotiated by Durkan on one side and McGInn on the other, that came out sooooo much milder than the LAPD one. The (very successful) LA decree was so much more a takeover. I hope there's still room for DOJ to tighten screws within the framework the court ordered.

Dominic Holden has shown an enormous amount of courage. I know that he has taken a lot of heat for being the victim and reporter, but I admire his strength!

We also need a citizen's review board that can investigate and overturn Seattle City Council rulings.

With Murray's ties to the police union, there is no fucking way any citizen group is going to have that amount of power over the department. Hell even with a mayor and police union diametrically opposed, that'd be practically impossible to pull over any major department.

I support this. However, I will continue to point out that local police are civilians. SPD staff are not military. They are civilians, just like those of us who employ them to keep the peace and enforce our laws.

That's why they would need the power to fire an officer if they find him or her guilty of misconduct.
