I'll update here in case anyone missed the press conference. This was a domestic violence incident that turned into a shooting rampage. The woman was not hit by stray gunfire: she was the primary target.

Some subcultures don't believe in counseling or anger management therapy, that violence is the best way to solve a problem. When guns and bullets are easier to come by than a slide-scale sitdown with a mental health professional, it's not hard to see why those subcultural beliefs don't get turned around.
