Actually, I thought he was adding in forcible to the term rape, saying that the word rape was stock language in that it could mean either statutory or forcible.

To some people, statutory is a loaded term because it can mean some skeezy 40 year old manipulating a 12 year old, or it could be a teenager getting it on consentually with an older person. Blah blah teenagers can't give consent, except to their peers?

Not saying I want to fuck teenagers, as that is the normal accusation that comes out (I prefer older types myself), but it's a different legal term. The bill is trying to limit government funding of abortions to only non-consentual rape. And, I think that some teenagers can consent to sex with older people. YMMV as this gives credence to the "well, she/he wanted it too" syndrome, but statutory rape is rather problematic in my eyes as it doesn't offer any form of consent to the teenager.

OTOH, what teenager can afford an abortion easily?

You obviously are uninformed as to why pro-"lifers" are trying to distinguish between "forcible" rape and all other rape. It's not that they don't want statutory rape victims to get abortions paid by Medicaid; it's that they don't want ANY rape victim to get an abortion paid by Medicaid. Adding in "forcible" to legislation puts the burden of proof on the rape victim. She would have to somehow prove to the government that she's pregnant as the result of rape. Do you understand how impossible that would be? Short of getting a conviction beforehand, and, even if she knows who the rapist is, no rape trial takes less than nine months, there would be no way to prove a rape to the government's satisfaction.

Even with the existing rape exception for Medicaid covering abortions, it's extremely unusual for pregnant rape victims to take advantage of it, because it's already too difficult and painful to go through the process of getting an abortion approved under that exception. Even poor rape victims would rather save, borrow, or steal the money than to deal with that shit.

And I want to reiterate that this has always been the end game of the pro-"life" movement. Every once in a while, the motherfuckers let it slip what they actually mean to do (which is why Republicans are tearing Akin to shreds), but the long, ignoble history of that movement bears this out. Any woman who was raped in any situation other than being dragged into the bushes and raped by a stranger is a slut who had it coming, and pro-"lifers" would force her to carry the baby to term.

What we're seeing here is the political expression of a religious philosophy that reduces a woman to merely a vessel for teh babiez:

Huckabee's interview with Akin is instructive, because Huckabee revealed where it all ends: with no exceptions whatsoever. Huckabee was at pains to mention famous people who were products of rape. This is what it comes down to: the woman is for producing humans. Whether that human gets into her through consensual sex or rape is irrelevant. Once it's in there, she has no agency in the matter of carrying it to term. The Republicans are the best friends a rapist ever had.
