It makes a certain amount of sense to hedge our bets this way. If the new 1st goes to John Koster, this lame duck 1st Dist Rep would be the last chance to get in a solidly Dem vote. The same applies if, on the major off chance, Romney manages to win and bring in a shallow red tide with him.

Sounds like they're burning the bridges behind ol' Sleepy Jay...no chance of him doubling back to his cushy seat in the House.

If the same candidate won the special and regular elections, wouldn't that give them seniority over the other freshman representatives? (Is that as important in the House as it is in the Senate?)

Name recognition, de facto incumbency, proven fund-raising chops, an established campaign machine. You know too much about politics to call that silly. Don't be disingenuous, it's unattractive at your age, Goldy.

I'd be pissed if I had an issue an no representation for months. It was a dick move for Inslee to resign 2 weeks after the special election period was over anyways. Not that this move hasn't been done before, but Gregoire is in the right by allowing for the citizens of her state to be represented.
