Park permits frequently have exemptions from standard park regulations. Normally you're not supposed to use fireworks, drink beer, or serve food, for example.

That said, I recommend we tag and release smokers. Use really big clamps. Two tags and we put you on the light rail to Bellevue with a one way ticket.
