This is a variant of the popular harem genre paintings which allowed upper class people to have a little skin showing around the house. I think the goat is actually a poorly imagined gazelle. The Victorians had it that gazelles were popular pets of the harem, they turn up as a trope in all sorts of literature and visual art of the period.
