My friends around Stevens Elementary started a neighborhood burglary ring during the last economic downturn in the 70s. Only kid who found work had a paper route. He told the others whenever a subscriber stopped delivery for vacation, and then they burgled and fenced and bought nice soft drugs with the proceeds. 11- to 14-year-old neighbors burgling neighbors for weed money. Sweet.

Taggers have no respect for other people’s property and their free speech or art or whateverthehelltheycallit is inherently destructive. That said, let's chill on the capital punishment and cannibalism talk. Instead, I propose a catch and release solution.
If they respect the principles of free speech and free expression so much and personal property so little, let’s see how they like the same philosophies applied to their own personal property. Taggers should be permanently or semi-permanently tattooed with messages or tags from the people whose property was destroyed or damaged.
I see the risk in Dan's observation that Steven's is "Just Asking For It". But given that they get tagged all the time anyway the risk that it will get dramatically worse doesn't seem so threatening.

Kids don't have respect for school property because they are forced to go there every day and it's miserable.
I think of all the great murals in town that have been tagged - and ruined. I really liked the one down in the International District on Jackson that was pretty much destroyed by a tagger and that tagger's graffiti. The building owners decided to just paint over the lower portion rather than touch up the beautiful artwork.
Ever notice that the one mural in town that doesn't get tagged is the one of Martin Luther King, Jr. in the CD - on the side of the catfish restaurant?
My solution is to cover every area that might be tagged with paintings of MLK. Problem solved.
