Again, a police state where poor people and minorities have their rights completely abrogated is not an unfortunate consequence of the War On Drugs, it is the motivation for declaring that war in the first place.

So, let me see if I follow the officer's logic here:

1. It is S.O.P. in drug-raid scenarios to shoot-and-kill any dogs on the premises.

2. The officer, hearing shots on the floor below him, automatically assumed they came from "hostiles", and did not for a moment consider they were "friendly fire" to take out dogs, as per (1) above.

3. Although the woman kneeling on the floor in front of him with a baby in her arms was complying with his instructions (and thus presumably unable to draw a weapon) he nevertheless determined her to be an immediate threat, and shot her, fearing for his life.

Have I got all that right?
