Comments on Suspect Identified in Rainier Beach Attack

I'm gonna take a wild guess here and say that the cops looked up the cellphone records of the teenage girls in the altercation and found one of them placed a call or texted the suspect shortly before he showed up on the scene and punched the dude in the head, leading to the unsupported fall onto concrete from a standing position that resulted in his fatal injuries.

Wait, what?  Since when do arrest warrants have dollar figures attached?

Is this trying to say that prosecutors are offering a bount--I mean, reward?  Does it mean they will ask a judge to set bail at $500,000 after an arrest?  Is there some kind of arrest bonus clause in the new SPOG contract?
