@23, IP numbers tell you nothing. There are an infinite number of free proxies out there that people can post from to mask their true IP.

@26 - and most servers nowadays throw temp IPs at you anyway - to reset you just have to shut down and start up again - or if using a modern OS like Linux, it's even faster.

Besides, some places like the UW own entire streches of IP blocks, and with people coming in via wireless, a mobile SLOGster on a Crackberry or iPhone could hop IPs during posts.
