So the idea with beef is to continue to avoid testing for Mad Cow (lest we actually find it, which could be disastrous for the beef industry), and instead letting foreign buyers who don't trust the safety of our beef (because they've noticed that we've made a policy of not testing) have first dibs at the cows that are least likely to be diseased. Meaning all of us here in the states are correspondingly more likely to be eating the diseased cows that remain.

Yeah, this is much better than actually having a functioning regulatory system. Aces.

Iran can say it's impossible all it wants. The US is currently gearing up to make it quite possible, the latest being a bill calling for blocking shipments to Iran (http://www.govtrack.us/congress/bill.xpd?bill=hc110-362)
