We don't have to conclude that the Government of France "approves" of the activities, can't we just conclude that they recognize the fact that humans are naturally not monogamous?

By claiming "approval" we play into the authoritarian, right-wing notion that by allowing something, Government is encouraging it. I don't believe that to be the case, and I want my government to be value-neutral on many issues, including sexuality, but to allow me the freedom to make informed decisions.

I suppose this could be for a primarily-English-speaking audience in France, but the likely answer is that ad agencies produce English versions of ads to enter into competitions and win little gold statuettes n shit.

My complaint is that I didn't even know that the man was supposed to be a man. I actually thought it was a lesbian version, and was stumped because they don't need condoms.

If you mean the western US and parts of western Europe, you're correct. But the reality of the AIDS pandemic is that it is lot's of localized epidemics with their own epidemiology.

In parts of the northeast US injection drug use is a primary driver. In much of the southeast it's heterosexual. In parts of eastern Europe it's almost entirely drugs and prostitution.

The AIDES group that is putting out these ads is aiming for a global audience. This is why there are English ads in addition to French ads.

They have a couple more AIDS ads on their site (English French) as well as a couple of videos that are popular on YouTube. The images in this blog post are pretty tame compared to some of the stuff they have done.
