And how much does it cost the city to appeal? I'm guessing we don't have staff lawyers and are paying top dollar for this appeal to some 3rd party no bid contract law firm.

The city has paid over 6 million to litigate since 2002.

Why is it that the OPA won't discipline police officers in cases when the courts find that the officer's conduct was an illegal violation of someone's civil liberties?

Or, in other words, why is it department policy for police to violate people's civil rights? Settlements upwards of $10,000 seem to indicate some wrong has occurred, and upward of $100,000 seem to indicate a very clear violation. And yet, we certify the police behavior in these cases with the city's seal of approval and pay out millions in settlements. Why?
