When I go to a bar to get drinks and such, I always tip somewhere around 100%. I'm there just as long as most other people are, but I have one beer and then just enjoy the conversation.

Really it's just a sign of sympathy for the plight of the working man. Barack Obama comes into a bar with a bunch of people which is probably a little disruptive and not everyone is actually buying something. It's nice to be considerate for the inconvenience shown.
