Here's maybe a better way to frame it, in the manner John McCain is framing global warming as a national security risk: if we don't do anything about growing crime in places like Belltown and many others across Seattle, we'll end up with a mayor like Rudy.

For hours of cheap entertainment, throw a couple of bits of styrofoam on the sidewalk. Stand back in amazement as crackhead after crackhead does their chicken-walk down the street and then stoops down to inspect the styrofoam. To the general population, it is obviously styrofoam, but it apparently looks like a rock to someone getting their jones on (i.e. anyone who hasn't gotten high in the last couple of minutes).

I know this sounds mean, but so is intimidating passers-by, using and disposing of condoms on the front porch of my building, and yelling through my window at 4am. That said, I kinda miss the old neighborhood.
