The headline and the content are not saying the same thing. Without reading the content, the headline says: "Something is being done about terrorism. But still, it does beg the question: who's the NEW "number 2" or whatever, now that Al-Masri is enjoying his just reward in paradise?

Because, there's ALWAYS a "new number 2" donchaknow.
